【摘要】：长期以来,中国地方政府对发展经济的过度偏好及其省际间的恶性竞争,导致经济增长与能源环境之间的矛盾不断激化,不仅能源供给难以满足经济增长的需求,经济发展过程中所产生的污染物也大大超过了我国的环境承载力,能源紧缺与环境污染已成为制约中国经济进一步发展的关键问题;同时,对外贸易作为促进经济增长的“三架马车”之一,在推动经济增长的同时也不可避免的加剧了我国的能源和环境压力。目前,我国对外贸易方式主要为加工贸易,而工业污染是造成我国环境污染的主要原因,工业能耗占全国总能耗的比重也超过了60%。因此,本文主要以2002-2014年中国省际工业数据为例,对工业生产和环境治理效率及其与对外贸易的互动关系进行分析。本文首先引入非合作博弈两阶段DEA-SBM模型对中国工业生产和环境治理系统的效率进行评价,结果表明:与传统两阶段SBM模型相比,基于非合作博弈两阶段SBM模型更能准确反映工业效率状况。评价期间中国工业生产效率不仅整体低于环境治理效率,而且总体下滑,尤其是东部地区下滑明显;然而,后发地区(中西部)在生产效率相对平稳的同时,环境治理效率稳定增长。进一步从技术落差比的分析中可以看出中西部地区与东部地区的总体技术差距在不断缩小,尤其是在环境治理技术方面。其次,运用面板向量自回归模型分析了工业生产效率、环境治理效率和对外贸易之间的长期动态关系,从各变量的脉冲响应函数图和方差分解结果来看,我国对外贸易、经济增长和环境治理之间存在着相互作用的“双向”关系。最后,政策含义表明,合理配置资源促进减排设备和减排技术的更新,减少生产系统污染物的排放,提高生产系统的效率是我国环境保护的首要任务;我们不能依靠出口资源和环境密集型产品来扩大出口贸易规模,促进经济增长,而是要将眼光放长远,走出一条符合中国实际的资源环境友好型经济增长路线。
[Abstract]:For a long time, the local government and provincial Chinese vicious competition excessive preference on the development of the economy the contradiction between economic growth and energy environment intensified, not only the supply of energy to meet the needs of economic growth, the pollutants generated in the process of economic development has greatly exceeded our environmental carrying capacity, energy shortage and environment pollution has become a key problem of restricting Chinese further economic development; at the same time, foreign trade to promote economic growth as one of the "three carriages", while promoting economic growth inevitably exacerbated by China's energy and environmental pressures. At present, China's foreign trade is mainly processing trade, industrial pollution is the main the causes of environmental pollution in China, industrial energy consumption accounts for the proportion of total energy consumption of more than 60%.. Therefore, this paper mainly China provincial industry 2002-2014 Industry data as an example, analyze the interactive relationship of the industrial production efficiency and environmental governance and foreign trade. This paper first introduced the non cooperative game of two stage DEA-SBM model to evaluate the efficiency of China industrial production and environmental management system the results show that: compared with the traditional SBM model of two stage, two stage SBM model of non cooperative game can more accurately reflect the situation of industrial efficiency. Based on the evaluation period Chinese industrial production efficiency is not only lower than the environmental governance efficiency, and the overall decline, especially in the eastern region fell significantly; however, underdeveloped areas (Midwest) in the production efficiency is relatively stable at the same time, environmental governance efficiency and stable growth. Further analysis from the technical gap than in the see the Midwest and eastern regions of the overall technology gap is narrowing, especially in environmental technology. Secondly, using panel vector From the regression model to analyze the efficiency of industrial production, the long-term dynamic relationship between environmental governance efficiency and foreign trade, from the variables of the impulse response function and the variance decomposition results show that China's foreign trade, economic growth and environmental governance exists between the interaction of the "two-way" relationship. Finally, the policy implications that rational allocation resources to promote emission reduction equipment and emission reduction technology updates, reduce production system of pollutant emissions, improve the efficiency of the production system is the primary task of environmental protection in China; resources and environment intensive export products to expand the scale of export trade we cannot rely on, promote economic growth, but the long-term view, out of a friendly resource Chinese environment in accordance with the actual economic growth route.
