太原市低收入家庭公共租赁住房支付能力研究

【摘要】:居民的住房成本随着房价的增长出现了水涨船高的趋势,公众把更多的注意力集中到了住房问题上。随着廉租房,经济适用房等一系列住房保障政策的出台,使不同收入阶层的住房条件都得到了明显改善。然而,廉租房与经济适用房的政策并不是十全十美的,作为保障对象的主体却难以享受到该有的保障,这都容易引起民众的不满情绪。2010年6月出台了《关于加快发展公共租赁住房的指导意见》,作为解决“夹心层”住房问题的公共租赁住房首次被提出,而且,“十二五”划中明确了公共租赁住房作为我国保障房主体的定位。2013年发布《关于公共租赁住房和廉租住房并轨运行的通知》要求从2014年起公租房和廉租房并轨运行。至此,公共租赁住房成为覆盖面最广的保障性住房。“以租为主,租售并举”成为我国住房保障的主要方式。如今随着大量公共租赁住房建成交付,各地陆续启动公共租赁住房配租工作。然而,部分城市在最初定价时没有考虑租户的实际收入情况,租金定价偏高,保障对象难以承受,导致了租户弃租,公共租赁住房空置,造成公共资源巨大的浪费。本文通过分析研究国内外相关资料,结合太原的实际情况,从太原市地方经济增长情况、房价增长情况、城镇居民可支配收入增长情况、房价的上涨与城镇居民可支配收入情况等方面分析太原市公共租赁房产生和发展的背景,同时结合太原市城镇居民的收支情况,以“太原市低收入家庭公共租赁住房支付能力”为研究对象,运用租金收入比和剩余收入法来衡量当前太原市低收入家庭公共租赁住房支付能力。选取太原市低收入家庭进行实证测算,并按照不同规模家庭分别对其支付能力进行评估。并通过构建GM(1,1)预测模型,借助灰色建模软件GMS(7.0)预测未来五年太原市低收入家庭公共租赁住房支付能力,最后就如何提高低收入家庭住房支付能力给出了相关的政策建议,对政府出台住房保障政策和制定住房规划具有一定的参考价值。同时,以此来检验我国公共租赁住房保障政策的实施效果,以期对住房保障政策的进一步完善提供政策依据。

This paper analyzes the background of the emergence and development of public rental housing in Taiyuan from the aspects of the growth of disposable income of urban residents, the rise of house prices and the situation of disposable income of urban residents. At the same time, combined with the income and expenditure situation of urban residents in Taiyuan. Using rent income ratio and residual income method to measure the current low income families in Taiyuan to pay for public rental housing capacity. With the help of the grey modeling software GMS7.0, this paper predicts the affordability of public rental housing for low-income families in Taiyuan in the next five years, and finally gives some relevant policy recommendations on how to improve the housing affordability of low-income families. It has certain reference value for the government to issue the housing security policy and make the housing plan.
