四川省城镇化与生态环境耦合协调发展研究

【摘要】:随着我国城镇化进程快速推进,对生态环境的影响也日趋增强,探究二者的相互关系比城镇化或生态环境本身更受关注。如何实现城镇化与生态环境的和谐共生是我国现代化建设中亟待解决的问题。在此背景下,探讨四川省城镇化与生态环境的耦合协调发展具有理论与实践的双重意义。本文在文献综述的基础上,结合四川省区情,构建了城镇化与生态环境耦合协调发展评价体系;运用城镇化与生态环境耦合协调测度模型对四川省2006-2015年城镇化与生态环境耦合协调关系进行了实证分析;并利用ArcGIS10.1专题地图反映其时空演变特征。通过实证研究,本文得出以下结论:(1)从四川省来看,2006-2015年,城镇化与生态环境综合水平均得到较大提升,城镇化建设速度快于生态环境保护速度;二者耦合度完成了由“拮抗期”向“磨合期”的转变;耦合协调度也由从“中度失调类”发展为“初级协调发展类”,现正向中级协调发展类演变;城镇化建设与生态环境保护的协调关系经历了城镇化损益-同步发展-生态环境滞后。值得注意的是,在四川省“先污染、后治理”的发展模式下,生态环境的胁迫作用开始明显体现,城镇化的发展很大程度上要受到生态环境的制约,应不断推进新型城镇化建设。(2)从四川省各市来看,2006-2015年,城镇化与生态环境综合水平均呈稳步发展态势,但区域差异明显,大致由成都平原城市群向四周递减;耦合度变化波动较大,但多处于“拮抗期”;耦合协调度由“中度失调类”转化为“初级协调发展类”,但多为“濒临失调类”;城镇化与生态环境的协调关系经历了城镇化损益-同步型发展。其中,成都市的城镇化发展与生态环境保护融合较好,是唯一实现了城镇化与生态环境同步发展的城市,但基于四川省城镇化与生态环境耦合关系的演变规律,须加强生态环境建设,谨防演变为生态环境滞后型城市。
[Abstract]:With the rapid progress of urbanization in China, the impact on the ecological environment is also increasing day by day. How to realize the harmonious symbiosis between urbanization and ecological environment is an urgent problem in the modernization construction of our country. It is of both theoretical and practical significance to explore the coordinated development of urbanization and ecological environment in Sichuan Province. Based on the literature review, this paper combines the situation of Sichuan Province. The evaluation system of coordinated development of urbanization and ecological environment is constructed. This paper analyzes the coupling and coordination relationship between urbanization and ecological environment in Sichuan Province from 2006 to 2015 by using the measurement model of urbanization and eco-environment coupling coordination. Using the ArcGIS10.1 thematic map to reflect its space-time evolution characteristics. Through empirical research, this paper draws the following conclusions: 1) from Sichuan Province to 2006-2015. The comprehensive level of urbanization and ecological environment has been greatly improved, the speed of urbanization construction is faster than the speed of ecological environment protection; The coupling degree between them has changed from "antagonistic period" to "running-in period". The degree of coupling coordination has also developed from "moderate maladjustment" to "primary coordinated development", and is now evolving to intermediate coordinated development. The harmonious relationship between urbanization construction and ecological environment protection has experienced the urbanization profit and loss-synchronous development-ecological environment lag. It is worth noting that in Sichuan Province "pollution first, then governance" development model. Ecological environment of the role of coercion began to manifest, the development of urbanization to a large extent by the ecological environment constraints, should continue to promote the construction of a new type of urbanization. From 2006 to 2015, the comprehensive level of urbanization and ecological environment both showed a steady development trend, but the regional differences were obvious, about from Chengdu Plain urban agglomeration to the surrounding decline; The coupling degree fluctuates greatly, but most of them are in "antagonistic period". The degree of coupling coordination changed from "moderate maladjustment" to "primary coordinated development", but most of them were "on the verge of maladjustment"; The harmonious relationship between urbanization and ecological environment has experienced the development of urbanization profit and loss synchronously. Among them, the urbanization development and ecological environment protection in Chengdu are better integrated. It is the only city that realizes the simultaneous development of urbanization and ecological environment, but based on the evolution law of the coupling relationship between urbanization and ecological environment in Sichuan Province, the construction of ecological environment should be strengthened. Beware of turning into a laggard city with an ecological environment.
