代建模式下的S拆迁安置房项目成本控制研究

【摘要】:随着国家近几年一系列调控政策的出台,房地产行业的黄金时代逐渐远去。融资和销售的双重压力,使很多房地产企业的经营风险加大,尤其是中小型房地产公司。但是,在城市化进程逐渐加快的时代背景下,政府保障性住房代建项目的空前火热给中小型房地产公司带来了新的发展机会。不同的是,政府代建项目利润微薄且有投资上限,如果成本控制失效,代建方不仅无利可图还可能遭受损失。所以,在代建项目中房地产公司粗放的经营模式已不再适用,只有顺应时代发展,意识到成本控制的重要性,逐步向精细化的成本管理转变才能立足。本文以S拆迁安置房项目为研究对象,从代建方即A房地产公司的角度,运用理论与案例相结合的方法,对代建模式下的S拆迁安置房项目成本控制的现状和存在的问题进行研究,以期提出有效的成本控制对策,使S拆迁安置房项目的成本最终能够控制在投资限额内,同时为以后类似项目的成本控制提供借鉴。本文首先介绍了研究的背景、目的及意义,同时通过回顾相关文献,确定本文的研究方法及思路;其次对相关概念和理论基础进行介绍,为案例部分的研究做铺垫;再次,引入本文要研究的案例,通过对代建模式下的S拆迁安置房项目成本控制的重点进行分析,引出本文要重点研究的成本项目;最后对S拆迁安置房项目重点成本的控制现状和问题进行分析,并提出相应的对策,其中将价值工程法、挣值法等方法引入S拆迁安置房项目的成本控制对策中,以期获得好的效果。通过对代建模式下的S拆迁安置房项目成本控制问题的研究,本文认为按重要程度对本项目成本进行划分,采用主要成本控制为主,次要成本控制为辅的原则将对该项目成本控制起到事半功倍的效果。在拆迁补偿阶段要做好相关的服务与沟通工作,必要时可借助政府等力量协调;在设计阶段要重视设计单位的选择,充分调动设计单位成本控制的积极性,同时可通过有效的方法以及各方的层层把关使设计方案尽量最优;在招标阶段要在合理程序的基础上重视招投标文件的审查,建立适宜的评标体系,同时还要保证合同的完整和严谨;施工阶段应进行动态的成本控制,注重签证变更的管理。
[Abstract]:With the introduction of a series of regulation and control policies in recent years, the golden age of the real estate industry has gradually gone. The double pressure of financing and sales has increased the operating risk of many real estate enterprises. Especially small and medium-sized real estate companies. However, in the context of the accelerating process of urbanization. The unprecedented enthusiasm of the government-supported housing construction project has brought new development opportunities to small and medium-sized real estate companies. The difference is that the government agency project profit is meagre and there is an investment cap if cost control fails. Therefore, the extensive business model of real estate companies is no longer applicable, only to conform to the development of the times and realize the importance of cost control. This paper takes S demolition and resettlement project as the research object, from the perspective of A real estate company, using the method of combining theory and case. In order to put forward effective cost control countermeasures, the paper studies the current situation and existing problems of the cost control of S demolition and resettlement house under the mode of agency construction. So that the cost of S relocation housing project can ultimately be controlled within the investment limit, at the same time for similar projects in the future to provide a reference for cost control. Firstly, this paper introduces the background, purpose and significance of the study. At the same time, through the review of relevant literature, determine the research methods and ideas of this paper; Secondly, the related concepts and theoretical basis are introduced to pave the way for the case study. Thirdly, introduce the case to be studied in this paper, through the analysis of the cost control of the S demolition and resettlement house project under the mode of agency construction, lead to the cost project that this paper will focus on. Finally, the paper analyzes the current situation and problems of the key cost control of S demolition and resettlement house project, and puts forward the corresponding countermeasures, among which the value engineering method is put forward. The earned value method and other methods are introduced into the cost control strategy of the S-demolition resettlement house project in order to obtain good results. Through the research on the cost control problem of the S-demolition resettlement house project under the substitute construction mode. In this paper, according to the importance of the project cost is divided, the main cost control is adopted. The principle of secondary cost control will have a double effect on the cost control of the project. In the stage of demolition and compensation, we should do a good job of service and communication, if necessary, we can help the government and other forces to coordinate; In the design stage, we should pay attention to the selection of the design unit, fully mobilize the enthusiasm of the cost control of the design unit, and at the same time, we can make the design scheme as best as possible through effective methods and layers of checks. In the bidding stage, we should pay attention to the examination of bidding documents on the basis of reasonable procedure, establish a suitable bid evaluation system, and at the same time ensure the integrity and rigor of the contract; Dynamic cost control and visa change management should be carried out in construction stage.
