基于轴—辐理论的新疆现代物流网络构建研究

【摘要】:“十二五”以来,中国物流业的发展越来越快,规模越来越大,基础设施以及物流网络的构建逐步完善,但物流成本依旧居高不下。对物流网络没有进行统一的规划导致各个城市物流资源的闲置、物流节点之间难以顺利衔接,从而造成较高的物流成本。轴一辐结构则被实践证实是一种对区域物流进行规划效果较为显著的新型网络模式。轴一辐结构的物流网络构成要素主要是一级物流轴心、二级轴心以及相关腹地城镇,在物流资源配置方面主要从网络层次考虑,所以使它的集聚效益、规模效益和空间效益均比较显著,从而最终实现减少物流成本以及提升输送功效的效果。最近几年来,各个国家和地区都在物流行业投入大量资源以促使其高速发展,而作为“丝绸之路经济带”核心区的新疆尤为如此,凭借独特的资源、区位、政策等优势及时抓紧现代物流业发展的契机,大力发展物流业来促进新疆经济更加快速、更加高效的发展。基于此,本文提出以轴-辐理论为基础构建新疆现代物流网络。第一部分介绍了新疆现代物流网络研究背景与研究意义,并归纳总结国内外学者对现代物流网络研究成果,在此基础上,形成了本文的探究思路,并依照探究需要确立了文章的探究内容和方法。第二部分是相关理论的介绍以及概念的界定,对“轴-辐”模型和分形理论的范畴、物流枢纽的形成机理及影响因素和枢纽城市对周边城市的辐射影响进行介绍,为实证研究奠定理论基础。第三部分从新疆物流体系发展现状和物流网络发展问题两个方面对新疆区域物流发展现状及网络空间布局进行阐述。分别从物流总体、物流设施、市场主体、流通方式和运输体系五个方面,其中交通运输体系又分别从公路、铁路、航空和管道四个方面进行布局分析。然后,最后对目前地区物流网络发展现存的不足及其原因进行分析和阐述。第四部分是文章的重点,在明确新疆区域物流发展现状及网络空间布局的前提下,运用现代物流位序-规模等级分形、物流系统点-轴结构的空间关联分形、熵权TOPSIS综合评价法和空间引力模型进行全面分析,并结合实证结论提出构建新疆现代物流网络的四点建议即增强二级轴心城市物流建设、打造立体化网络、构建高效物流网络体系和加快物流信息化发展,实现信息共享。通过本文的分析和研究,可以得到以下4点主要结论:1.对于2015年由21个物流节点城市构成的新疆物流网络体系形态,测得其位序-规模维数为0.5542,该值略大于0.5。这就表明新疆地区物流空间系统的位序—规模等级分布不均匀,结构也较松散,新疆地区物流空间系统发育不够成熟。2.通过物流系统点-轴结构的空间关联分形,关联维数为0.6751,同时D值已靠近1,表明新疆城市物流体系的各要素在该空间范围的分布有呈一条地理线上的趋势。3.利用熵权TOPSIS法新疆现代物流网络发展综合评价分析,得出乌鲁木齐为一级轴心城市,伊宁、喀什、库尔勒、哈密和奎屯5个二级轴心城市,其余的15个城市为辐点城市。4.最后通过空间引力模型确定轴心城市辐射范围,构建了6大物流圈,最终形成了“一个体系一双线网络一六大区域”的轴-辐物流网络结构。

Axis spoke structure is confirmed by practice is a new network model of regional logistics planning effect is more significant. Hub and spoke structure of logistics network elements is mainly a logistics axis, two axis and hinterland towns, in the logistics resource allocation mainly from the network level, so the efficiency of agglomeration the scale efficiency and space efficiency are significant, and ultimately reduce logistics costs and improve delivery efficiency. In recent years, the Countries and regions are in the logistics industry to invest a lot of resources to promote its rapid development, and as "Silk Road Economic Belt" core area of Xinjiang especially, by virtue of the unique resources, location, policies and other advantages to pay close attention to the development of modern logistics industry an opportunity to develop the logistics industry to promote more rapid development of Xinjiang economy. More efficient. Based on this, this paper puts forward to the hub and spoke theory to build a modern logistics network in Xinjiang. The first part introduces the Xinjiang modern logistics network research background and research significance, and summarizes the domestic and foreign scholars on the research results of modern logistics network, based on the formation of the thought to explore this, and in accordance with the demands of research the research contents and methods of the article. The second part is the definition of related theory is introduced and the concept of Hub-and-Spoke model and fractal theory, logistics. New Zealand's formation mechanism and influence factors and the hub city of the effects of radiation are introduced, which lays the theoretical foundation for empirical research. The third part from the two aspects of the development of Xinjiang logistics system development and logistics network problems are discussed on Xinjiang regional logistics development status and network layout. From the General Logistics, logistics facilities, market the main five aspects of circulation and transportation system, the transportation system respectively from four aspects of highway, railway, aviation and pipeline layout analysis. Then, at the end of the current regional logistics network development insufficiency and the reason existing are analyzed and described. The fourth part is the focus of the article, on the basis of Xinjiang region the logistics development status and network layout, the use of modern logistics rank scale fractal logistics system, point axis space relation fractal structure Comprehensive analysis, comprehensive evaluation method and entropy TOPSIS space gravity model, and the empirical conclusions put forward four suggestions of modern logistics network in Xinjiang is to enhance the two axis of city logistics construction, build a three-dimensional network, efficient logistics network system construction and accelerate the development of logistics information, realize the sharing of information through the analysis and research. 4, we can get the following conclusions: 1. to 2015 by the 21 Xinjiang city logistics node constitute the logistics network system form, obtained the rank size dimension is 0.5542, the value is slightly larger than the 0.5. which shows the space logistics system of Xinjiang area ranksize grade distribution is not uniform, the structure is also loose not enough space, mature.2. logistics system through the correlation of fractal point axis structure of the logistics system of Xinjiang area development space, the correlation dimension was 0.6751, while the value of D has close to 1, the city of Xinjiang The distribution of the various elements of city logistics system in the area of the space in a geographical line trend of.3. by using the entropy weight TOPSIS method a comprehensive evaluation of the development of Xinjiang modern logistics network, come to Urumqi as a city of Yining, Kashi center, Korla, Hami and Kuitun 5 city two axis 15, the rest of the city as the city radiant point.4. finally through space gravity model to determine the range of radiation axis City, built in 6 major logistics circle, eventually forming a double network of 16 regional "a system of logistics hub and spoke network structure.
