关于供给侧结构性改革与新型城镇化

【摘要】：我国已进入新常态发展阶段,供给侧结构性改革是推进新型城镇化健康可持续发展的重要机遇,推进新型城镇化目标的实现也是供给侧结构性改革的应有之意。针对当前新型城镇化发展面临的突出问题,研究和思考落实新型城镇化规划目标的近期主要任务,以供给侧结构性改革要求审视所在城市的发展定位,分析讨论未来劳动力的流动和走向,研究改善城市用地结构。最后明确了当前城乡规划的工作重点:认真学习中央供给侧结构性改革精神和贯彻生态文明建设理念,推动城乡规划工作改革,提出改进城市规划的编制意见;研究近期建设方案,以整合新区、新城与建成区关系为重点推进布局优化和空间效率提升,梳理已批准或正在编制的城市总体规划;提出近期规划引导房地产业健康发展;重视新农村建设,保护小城镇特色。
[Abstract]:China has entered the new normal stage of development. The supply-side structural reform is an important opportunity to promote the healthy and sustainable development of new urbanization. Promoting the realization of the new type of urbanization is also the necessary meaning of the structural reform on the supply side. In view of the outstanding problems facing the development of the new type of urbanization at present, we should study and think about the major tasks in the near future to implement the new type of urbanization planning. According to the demand of supply-side structural reform, the development orientation of the city is examined, and the future labor mobility and trend are analyzed and discussed. Finally, the key points of the current urban and rural planning are made clear: studying the spirit of the central supply-side structural reform and carrying out the concept of ecological civilization construction, and promoting the reform of urban and rural planning. The paper puts forward some suggestions for improving the urban planning, studies the recent construction plan, focuses on the integration of the new districts, the relationship between the new cities and the built-up areas, and promotes the optimization of layout and the promotion of spatial efficiency, and combs the approved or being compiled urban master plans. It is suggested that the recent planning should guide the healthy development of the real estate industry, attach importance to the construction of new countryside and protect the characteristics of small towns.
