解放初期上海失工回乡生产政策刍议——以失业治理为视点

【摘要】：解放初期,上海运用了失工回乡生产的失业治理策。这一时期,上海通过规模化的宣传动员,以期大批遣送生活陷于困境而一时无法得业的失工及其家属返乡从事农业生产。然而,该政策在施行中受到城市、农村和失工等多方面因素影响成效不甚理想,其中的经验教训对当今失业治理政策与实践仍有借鉴意义。
[Abstract]:In the early years of liberation, Shanghai applied the unemployment control policy of returning the unemployed workers to their hometowns. During this period, Shanghai mobilized through large-scale propaganda and mobilization. With a view to repatriating a large number of unemployed workers and their families, who were in dire straits and were temporarily unable to obtain a job, to return to their homes for agricultural production. However, the policy has been affected by a variety of factors, such as urban, rural and unemployed, and the results have not been satisfactory, The experience and lessons for today's unemployment management policy and practice still have reference significance.
