保障性住房项目绩效评价研究

【摘要】:房屋作为人类生存和发展的基本物质保障,它既是人类居住的一个物理空间,更是人们生活方式和生活理念的载体。在我国,从1998年的住房制度改革以来,房地产业经历了约20年的快速发展,住宅的产能和总体规模都达到了较高水平,房价也在不断上升。但是,伴随着中国经济的快速发展,贫富差距逐渐增大,导致部分低收入人群在住宅市场化竞争中处于劣势,无力支付因房价过高产生的居住成本,基本住房需求得不到满足。政府作为公民的服务机构有责任采取相应的住房保障措施解决这一问题,其中,保障性住房建设就是最主要的举措之一。近年来,我国不断加大保障性住房建设力度,尤其在“十二五”期间,每年有600至700万套的保障性住房建设计划。不过,随着这些保障性住房工程项目陆续竣工交付,新的问题也不断暴露出来。保障房工程质量不合格、配套设施不完善、建成后长期闲置和被不符合申请条件的人占用等问题频现,使保障性住房项目建设没有完全达到预期的效果。保障性住房作为一项政府公共投资项目,其投资效果关系到每一个公民的切身利益。对保障性住房项目进行绩效评价,既可以通过评价结果实际反映保障性住房建设过程中存在的问题,也可以指导保障性住房政策调整和完善保障性住房管理体系,从而提高保障性住房政策的作用。本文借鉴了国内外对公共项目绩效评价研究理论和方法的基础上,结合我国现阶段保障性住房项目的发展状况和特点,对研究保障性住房绩效评价的方法和内容进行了分析,在文献研究的基础上,结合专家访谈意见,梳理出保障性住房项目的绩效评价指标,并运用模糊综合评价法以西安市保障性住房项目为研究对象进行绩效评价。评价结果为“良好”,并根据评价反馈信息提出了提高保障性住房项目绩效水平的措施。
[Abstract]:As the basic material guarantee for human survival and development, housing is not only a physical space for human beings to live in, but also a carrier of people's way of life and concept of life. In our country, since the reform of housing system in 1998, The real estate industry has experienced about 20 years of rapid development, the production capacity and overall scale of housing have reached a relatively high level, housing prices are also rising. However, with the rapid development of China's economy, the gap between the rich and the poor is gradually increasing. As a result, some low-income people are at a disadvantage in the housing market competition, unable to pay the housing costs caused by the excessive housing prices, The government, as a service agency for citizens, has the responsibility to take corresponding housing security measures to solve this problem, among which, the construction of affordable housing is one of the most important measures. In recent years, China continues to increase its efforts to build affordable housing, especially during the 12th Five-Year Plan period, with 600 to 7 million sets of affordable housing construction plans each year. However, as these affordable housing projects are completed and delivered one after another, New problems have also been exposed. Problems such as the quality of indemnificatory apartment's project are not up to standard, the supporting facilities are not perfect, the long-term idle after completion and occupation by people who do not meet the requirements for application are frequently encountered. As a government public investment project, the investment effect of the indemnificatory housing project is related to the vital interests of every citizen. It can not only reflect the problems existing in the construction of affordable housing through the evaluation results, but also guide the adjustment of housing policy and improve the management system of affordable housing. So as to improve the role of affordable housing policy. This paper draws lessons from the theory and method of performance evaluation of public projects at home and abroad, combined with the current situation and characteristics of the development of affordable housing projects in China. This paper analyzes the methods and contents of the research on the performance evaluation of affordable housing. On the basis of literature research, combined with the opinions of experts, the performance evaluation indexes of affordable housing projects are sorted out. The fuzzy comprehensive evaluation method is used to evaluate the performance of the indemnificatory housing project in Xi'an city. The result is "good", and the measures to improve the performance level of the indemnificatory housing project are put forward according to the feedback information.
