基于三阶段DEA和DEA-Malmquist法的区域快递效率研究

【摘要】:快递业是现代服务业的重要组成部分,是推动流通方式转型、促进消费升级的现代化先导性产业。我国正处于快递业改革创新的攻坚时期,也是我国从快递大国向快递强国迈进的重要时期。研究区域快递效率现状,发现存在的问题,针对性提出快递效率提升建议,可帮助区域更好的发展快递业。三阶段DEA法测度到的效率值具有不受环境因素和随机干扰影响的优点,但它属于静态评价范畴,无法对不同年份的效率变化进行动态分析,DEA-Malmquist指数法能够对不同年份效率变动的情况进行分析,弥补静态模型分析的缺陷。故本文选择采用三阶段DEA法静态横向对比、DEA-Malmquist法动态纵向对比研究区域快递效率,对湖南省进行实证研究。对比分析湖南与其他省市的快递效率水平后,对湖南14个地市运用三阶段DEA法进行2015年快递效率横向对比、运用DEA-Malmquist法进行2013-2015年快递效率变动情况纵向对比研究。研究结果表明:(1)第一阶段DEA相较于第三阶段DEA,低估了湖南省及其地市的快递技术效率和规模效率,高估了纯技术效率;(2)湖南快递效率水平排名相较经济发展水平排名落后较多,需提升快递效率,减少资源浪费;(3)郴州、邵阳、湘潭、岳阳、常德、衡阳快递效率综合发展情况较差。针对研究发现的问题,提出湖南快递效率提升建议,如因地制宜发展区域快递,长沙、株洲以推动快递技术进步和创新为发展亮点,益阳、湘西土家族苗族自治州、永州需扩大快递规模,郴州、邵阳、湘潭、岳阳、常德、衡阳综合快递效率发展情况较差,是重点关注城市等等。
[Abstract]:Express delivery industry is an important part of modern service industry. It is a leading modern industry to promote the transformation of circulation mode and promote consumption upgrading. China is in the period of reform and innovation of express delivery industry. It is also an important period for China to move from a big express delivery country to a powerful express delivery country. By studying the current situation of regional express delivery efficiency, we find out the existing problems, and put forward some suggestions for improving express delivery efficiency. The efficiency value measured by the three-stage DEA method has the advantages of not being affected by environmental factors and random interference, but it belongs to the category of static evaluation. The dynamic analysis of efficiency changes in different years can not be carried out. The DEA-Malmquist index method can analyze the variation of efficiency in different years. Therefore, this paper chooses the three-stage DEA static horizontal contrast method to study the efficiency of regional express delivery by dynamic longitudinal comparison of DEA-Malmquist method. After comparing and analyzing the efficiency level of express delivery between Hunan and other provinces and cities, this paper applies three-stage DEA method to carry out the horizontal comparison of express delivery efficiency in 2015 in 14 prefectures of Hunan Province. A longitudinal comparative study on the variation of express delivery efficiency in 2013-2015 is carried out by using DEA-Malmquist method. The results show that the first stage of DEA underestimates the technical efficiency and scale efficiency of express delivery in Hunan Province and its prefectures compared with the third stage. It overestimates the pure technical efficiency. (2) Hunan express delivery efficiency rank lags far behind the economic development level. It is necessary to improve the express delivery efficiency and reduce the waste of resources.) Chenzhou, Shaoyang, Xiangtan, Yueyang, Changde, Hengyang express delivery efficiency comprehensive development is poor. In view of the problems found in the study, Hunan express efficiency promotion suggestions, such as the development of regional express, Changsha, Zhuzhou express delivery technology to promote the development of progress and innovation as the bright spot, Yiyang, Xiangxi Tujia and Miao Autonomous Prefecture, Yongzhou need to expand the scale of express delivery, Chenzhou, Shaoyang, Xiangtan, Yueyang, Changde, Hengyang comprehensive express efficiency is poor, is a focus on the city and so on.
