国有林区就业与社会保障制度重构——基于吉林省的实证分析

【摘要】：运用制度变迁理论,通过定量研究方法对吉林省国有林区进行实证分析发现:全面停伐后国有林区陷入运转、就业、社保和转型四大发展困境,破解困境的关键在于如何解决其就业和社保难题。着眼供给侧结构性改革,应从制度供给和机制协同视角重构国有林区就业与社会保障制度,以实现林区产业结构优化与就业保障的制度均衡。
[Abstract]:By using the theory of institutional change, the empirical analysis found on the state-owned forest area in Jilin province through quantitative research methods: full stop cutting after the state-owned forest in operation, employment, social security and the transformation of the four major development dilemma, the key is to solve the dilemma of how to solve the problem of employment and social security. Focus on the supply side structural reform, from the supply system and mechanism of cooperative system from the perspective of state-owned forest reconstruction of employment and social security system, to achieve balance in the optimization of industrial structure and employment security.
