基础设施PPP项目决策关键成功因素及作用路径

【摘要】：基础设施PPP项目广泛开展引发各界对PPP模式的适用性问题的思考,为了实现PPP项目成功决策,本文运用文献分析和基于扎根理论的案例推理方法,研究了PPP项目决策关键成功因素及其作用路径。通过研究,得出9个PPP项目决策关键成功因素,具体包括:基础数据、程序框架、评价方法、规范产出、竞争方式、竞争限制、成本/效益、多效益目标、责任和风险的分担。此外,本文还分析了决策程序、VFM评价、充分市场竞争、项目效益评估、责任和风险的分担相关因素的作用路径,得出9个因素不仅相互存在影响,而且不同程度上影响到"契约精神的制约性"和"过程管理的有效性",从而对PPP项目成功发挥作用的结论。
[Abstract]:In order to realize the successful decision of PPP project, this paper applies literature analysis and case-based reasoning method based on rooted theory.The key success factors and their action paths of PPP project decision are studied.Through research, 9 key success factors of PPP project decision are obtained, including: basic data, program framework, evaluation method, standard output, competitive mode, competition limitation, cost / benefit, multi-benefit goal, responsibility and risk sharing.In addition, the paper also analyzes the action paths of VFM evaluation, full market competition, project benefit evaluation, responsibility and risk sharing, and draws the conclusion that 9 factors not only affect each other, but also influence each other.Moreover, it affects the "contract spirit" and "the effectiveness of process management" in varying degrees, thus exerting a successful effect on the PPP project.
