河北隆鑫劳务派遣公司企业战略研究

【摘要】:伴随着我国国有企业制度改革的逐步深化和现代企业制度的建立,劳务派遣从作为由政府主导的对驻华外企的用工方式以及对外输出劳动力的方式转化为打破僵化人事制度、促进就业的手段,进入到市场化运作阶段。中国劳务派遣已走过了萌芽过程,正在发展壮大,并日趋成熟。《劳动合同法》于2007年6月通过,并于2008年1月1日起施行,这一法律的颁布实施推动了我国劳务派遣行业的发展,2013年《劳动合同法》修正案的实施,也对劳务派遣企业以及企业劳务派遣用工提出更高的要求。本文首先深入分析了河北隆鑫劳务派遣公司所处劳务派遣行业的外部环境,运用PEST模型及波特五力模型对公司所处的宏观环境进行分析,总结得出公司所面临的机遇(包括国家政治稳定、行业受到重视、法律日趋完备、市场潜力巨大和民众观念改变等)以及威胁(包括专业人才匮乏、竞争环境不良、外国企业进入、行业内部竞争、用人企业问题和金融危机影响等),并利用外部因素评价矩阵对这些机遇与威胁等外部因素进行分析,得出河北隆鑫劳务派遣公司应利用外部环境中的机遇有效回避威胁的结论。其次,文章通过了解隆鑫公司的基本情况和发展当中暴露出来的问题,分析其业务流程特点,得到其内部基本价值链的构成;并通过对公司的内部优势(包括财务状况良好、招聘网络面广、服务质量较高、服务价格较低、本地市场占有率高、客户信誉度好、及管理服务较强)和内部劣势(包括组织机构不合理、缺乏系统培训、缺乏规范化工作流程、公司成本上升、专业人才缺乏、业务种类单一及营销不力)的总结与归纳,利用内部因素评价矩阵对这些优势与劣势等内部因素进行分析,得出河北隆鑫劳务派遣公司的内部条件仍需提高的结论。然后,文章利用以上分析所得结论与数据,通过SWOT矩阵对企业的内部优势和劣势以及外部机会和威胁进行更加系统的分析,找到公司的可选择战略:后向一体化战略、横向一体化战略、相关多元化战略和聚焦战略;再通过QSPM矩阵对备选战略逐一评分,得出后向一体化战略为最优战略的结论。最后,在公司战略实施过程中,文章提出优化组织结构、改进业务流程、完善与客户合作方式、加强企业文化建设、加强人力资源管理、重视创新服务、发展相关服务内容等具体的战略实施措施。本文希望通过对河北隆鑫劳务派遣公司分析研究,选择适合公司自身发展的战略,推动河北隆鑫劳务派遣公司形成自身的战略思想,并为河北隆鑫劳务派遣公司将来企业战略的拟定提供思路,促进公司的长久发展。
[Abstract]:With the gradual deepening of the reform of the state-owned enterprise system and the establishment of the modern enterprise system, the labor dispatch has changed from being the employment mode of foreign enterprises in China led by the government and exporting labor force to breaking the rigid personnel system. The means of promoting employment enter the stage of market operation. Labor dispatch in China has gone through the embryonic process, is developing and maturing. The Labor contract Law was adopted in June 2007 and came into effect on January 1, 2008. The promulgation and implementation of this law has promoted the development of the labor dispatch industry in China. The implementation of the amendment to the Labor contract Law in 2013 also puts forward higher requirements for labor dispatch enterprises and enterprises. In this paper, the external environment of the labor dispatch industry of Hebei Longxin Labor dispatching Company is analyzed, and the macro environment of the company is analyzed by using the PEST model and the Porter's five Force Model. Summing up the opportunities faced by companies (including national political stability, industry attention, growing laws, market potential and changing public perceptions, etc.) and threats (including a shortage of professionals and a poor competitive environment), The entry of foreign enterprises, intra-industry competition, employment problems and the impact of the financial crisis, and the use of external factors evaluation matrix to analyze these external factors, such as opportunities and threats, The conclusion is that Hebei Longxin Labor dispatching Company should take advantage of the opportunities in the external environment to avoid threats effectively. Secondly, through understanding the basic situation of Longxin Company and the problems exposed during its development, the paper analyzes the characteristics of its business process, obtains the composition of its internal basic value chain, and through the internal advantages of the company, including the good financial situation, The recruitment network is wide, the service quality is high, the service price is lower, the local market share is high, the customer reputation is good, and the management service is strong) and the internal disadvantage (including the organization unreasonable, the lack of systematic training), Lack of standardized workflow, rising company costs, lack of professionals, single business types and weak marketing) are summarized and summarized. The internal factors are analyzed by using the internal factor evaluation matrix to analyze these internal factors, such as the advantages and disadvantages, etc. Come to Hebei Longxin labor dispatch company's internal conditions still need to be improved. Then, using the conclusions and data obtained from the above analysis, the paper makes a more systematic analysis of the internal strengths and weaknesses, as well as the external opportunities and threats of the enterprises through the SWOT matrix, and finds out the alternative strategy of the company: backward integration strategy. The horizontal integration strategy, the related diversification strategy and the focus strategy, and the conclusion that the backward integration strategy is the best strategy is obtained by grading the alternative strategy one by one through the QSPM matrix. Finally, in the process of implementing the company strategy, the article proposes to optimize the organization structure, improve the business process, perfect the way of cooperation with customers, strengthen the construction of corporate culture, strengthen human resource management, and attach importance to innovative services. Develop relevant service content and other specific strategic implementation measures. Through the analysis and study of Hebei Longxin Labor dispatching Company, this paper hopes to choose the strategy suitable for the company's own development, and promote the Hebei Longxin Labor dispatching Company to form its own strategic thought. And for Hebei Longxin labor dispatch company in the future to provide ideas for the formulation of corporate strategy to promote the long-term development of the company.
