京津冀地区电力产业技术效率与全要素生产率研究

【摘要】:电力产业在国民经济发展中占有基础性地位,电力产业既要为经济社会发展的提供安全稳定的能源保障,也需要大量的资金投入和能源消耗,因此提高电力产业各环节的效率与生产率是各地监管部门的重要目标。目前,京津冀地区作为我国环渤海经济圈的核心部分,已成为新常态下拉动我国区域经济发展的新增长极,随着京津冀协同发展的推进,电力能源消费急剧增加,电力保障供应的压力也随之而来,电力能源供需矛盾则成为限制本区域可持续发展的重要原因。本文首先对已有的相关研究文献进行回顾,其次,对技术效率和全要素生产率的计算方法进行阐述和比较分析。最后,对京津冀地区的发电产业和输配电网的现状和存在的问题进行简要的分析和总结,在此基础上,本文欲对京津冀地区电力产业的技术效率和全要素生产率变化状况进行分析,并提出改善该地区的电力产业技术效率与全要素生产率的建议,对于建立统一的京津冀电力市场以及经济社会可持续发展具有重要意义。本文基于2004-2013年京津冀三地省级发电行业的面板数据,采用数据包络分析(DEA)方法对京津冀地区发电产业及输配电网的技术效率进行测算,研究结果显示,2014年京津冀地区电力产业技术效率呈现不断提高的态势,地区内电力产业均处于规模收益递增和规模收益不变阶段,企业的规模与规模效率具有显著的正相关的关系,显示目前该地区仍有强大的市场潜力,同时也反映出当前的北京、天津和河北电力行业资源配置未达到一个合理的规模。三地电力公司的技术效率也存在不同程度上的差异,北京市最高,天津市次之,河北省最低。同时本文采用前沿分析(SFA)法对京津冀地区发电产业及输配电网的全要素生产率进行测算,结果表明京津冀地区电力公司的全要素生产率总体上是在不断提高的,区域内发电产业全要素生产率的增长来源主要是技术进步。北京、天津、河北的技术进步率分别为11.31%、11.39%和12.43%,对TFP增长率的贡献率分别为104.63%、142.38%和324.54%。2004-2013年京津冀地区输配电网各年度的Malmquist生产率指数均大于1,平均全要素生产率增长率为6.8%,表明京津冀地区电力公司的全要素生产率总体上是在不断提高的。
[Abstract]:The electric power industry plays a fundamental role in the development of the national economy. The electric power industry not only provides safe and stable energy security for the economic and social development, but also requires a large amount of capital investment and energy consumption. Therefore, to improve the efficiency and productivity of each link of the power industry is an important goal of the local regulatory authorities. At present, the Beijing-Tianjin-Hebei region, as the core part of the economic circle around the Bohai Sea in China, has become a new growth pole in driving the regional economic development of our country under the new normal. With the development of the co-development of the Beijing-Tianjin-Hebei region, the consumption of electricity energy has increased sharply. The pressure of electric power supply is followed, and the contradiction of power supply and demand becomes an important reason to limit the sustainable development of the region. In this paper, we first review the existing research literature, and secondly, explain and compare the calculation methods of technical efficiency and total factor productivity (TFP). Finally, the status quo and existing problems of power generation industry and transmission and distribution network in Beijing-Tianjin-Hebei region are briefly analyzed and summarized. This paper analyzes the change of technical efficiency and total factor productivity of electric power industry in Beijing-Tianjin-Hebei region, and puts forward some suggestions to improve the technical efficiency and total factor productivity of electric power industry in this area. It is of great significance for the establishment of a unified electricity market in Beijing, Tianjin and Hebei and the sustainable development of economy and society. Based on the panel data of provincial power generation industry in Beijing-Tianjin-Hebei province from 2004 to 2013, this paper uses data envelopment analysis (DEA) method to measure the technical efficiency of power generation industry and transmission and distribution network in Beijing-Tianjin-Hebei region. The results show that in 2014, the technical efficiency of power industry in Beijing, Tianjin and Hebei shows a trend of continuous improvement, and the power industry in the region is in the stage of increasing scale income and unchanged scale income. There is a significant positive correlation between enterprise size and scale efficiency, which shows that there is still a strong market potential in this area, but also reflects the current Beijing, Tianjin and Hebei power industry resources allocation has not reached a reasonable scale. The technical efficiency of the three power companies is different to different degrees, Beijing is the highest, Tianjin is the second, Hebei Province is the lowest. At the same time, the paper calculates the total factor productivity of power generation industry and transmission and distribution network in Beijing-Tianjin-Hebei area by using the method of frontier analysis and SFA. the result shows that the total factor productivity of power company in Beijing-Tianjin-Hebei area is increasing continuously. The main source of total factor productivity growth in power generation industry in the region is technological progress. Beijing, Tianjin, The technological progress rate of Hebei is 11.31% and 12.433.The contribution rate to the growth rate of TFP is 104.63 / 142.38% and 324.54.2004-2013 respectively, the Malmquist productivity index of the transmission and distribution network in Beijing-Tianjin-Hebei region is more than 1, and the average growth rate of total factor productivity is 6.8%, which indicates that the growth rate of Beijing-Tianjin-Tianjin power transmission and distribution network is 6.8%. The total factor productivity of Hebei electric power company is increasing continuously on the whole.
