我国能源物流军民融合及应急网络系统构建

【摘要】:近年来,随着“军民融合”理念日益深入到国家发展的战略规划中,更加表明了我国推进军民融合式发展的决心。“军民融合式发展”目前已成为我国重大战略思想,关系着我国经济发展全局和国防安全,既是兴国之举,又是强军之策。随着国家经济的发展,能源地缘政治形势极其紧张,“能源争夺”成为挑起未来战争的导火索。能源不单是我国经济繁荣发展和国家安全的命脉,亦是军队战争后勤保障必不可少的物质基础。为应对能源安全挑战,助力军事转型,深化军民融合,能源物流将助推军民融合进入一个崭新的发展阶段。深化地方能源物流企业与军队有效对接,构建军民融合式应急能源保障机制及油气应急调度优化模型,对及时保障军事作战油气供应,解决油气短缺危机,维护国家能源物流安全具有及其重要的现实意义。为此,需要对这一课题进行前瞻性的研究和探讨。综合分析国内外学界学者的研究成果,本文共分六章对相关问题进行探究。第一章,介绍了基于“一带一路”战略下我国能源物流军民融合及应急机制的相关背景、意义、文献以及本文的主要研究内容和创新点。第二章,介绍了中外军民共享型物流资源整合的案例,提出重构我国军民共享型物流管理机制,并提出方向及其路径。第三章,探讨了能源领域进行军民融合的战略内涵,并以山东半岛为例,研究能源物流创新发展的机制和对策,并针对我国能源物流安全问题,构建能源物流安全预警信息平台及军民应急联动系统。第四章,利用模糊综合评价方法,对能源储备应急基地选址问题进行了探究。第五章,通过考虑保障时间窗因素,建立了基于时间窗的油气资源应急调度优化模型,确保及时、快速地应对能源危机,维护国家能源物流安全。第六章,总结全篇论文。
[Abstract]:In recent years, with the concept of "military and civil integration" increasingly deep into the strategic planning of national development, more and more shows our determination to promote the military-civilian integration development. At present, "military-civilian integration development" has become a major strategic thought of our country, which is related to the overall economic development of our country and national defense security, and is not only the act of rejuvenating the country, but also the strategy of strengthening the army. With the development of national economy, the energy geopolitical situation is extremely tense. Energy is not only the lifeblood of our country's economic prosperity and national security, but also the essential material foundation of military war logistics support. In order to meet the challenge of energy security, promote the military transformation and deepen the integration of military and civilian, energy logistics will push the integration of military and civil into a new stage of development. To deepen the effective docking between local energy logistics enterprises and the military, and to construct an integrated military and civilian emergency energy support mechanism and an optimized model for oil and gas emergency dispatch, it will ensure the supply of oil and gas in military operations in a timely manner and solve the oil and gas shortage crisis. It is of great practical significance to maintain the security of national energy logistics. Therefore, it is necessary to carry out prospective research and discussion on this subject. Comprehensive analysis of domestic and foreign scholars research results, this paper is divided into six chapters to explore the relevant issues. The first chapter introduces the background, significance, literature and main research contents and innovations of China's energy logistics military and civilian integration and emergency mechanism based on "Belt and Road" strategy. The second chapter introduces the case of Chinese and foreign military-civilian shared logistics resources integration, puts forward the reconstruction of our military and civilian shared logistics management mechanism, and puts forward the direction and path. The third chapter discusses the strategic connotation of military and civil integration in the energy field, and takes Shandong Peninsula as an example to study the mechanism and countermeasures of the innovative development of energy logistics, and to solve the security problems of energy logistics in China. Build energy logistics security early warning information platform and military and civilian emergency linkage system. In chapter 4, the problem of energy reserve emergency base location is studied by using fuzzy comprehensive evaluation method. In the fifth chapter, by considering the factor of ensuring time window, the optimization model of oil and gas resources emergency scheduling based on time window is established to ensure the timely and rapid response to the energy crisis, and to maintain the national energy logistics security. Chapter six summarizes the whole thesis.
