唐山市人的城镇化水平实证分析及对策

【摘要】：伴随中国经济社会的快速发展,城镇化问题逐渐受到广大人民的关注与重视,成为目前政府和社会关注的主要问题。党的十八大报告中重点提出,要把功夫下在提高城镇化的质量上,指出走中国自己的特色新型城镇化道路,推动城镇化和工业化良性互动、城镇化和农业现代化相互调和,实现四化同步发展。基于人的发展角度下的城镇化研究要求城镇不仅仅偏重于城镇本身的发展、提高和完善,还一定要从城镇的经济发展上着手,遵循于以人为本的新型城镇化发展核心思想,并不是以城镇建设后的政绩来展现。推进新型城镇化的速度,需重点表达的主旨只能是以人为本,这是对城镇化实质的更深层次的认识。本研究以唐山市人的城镇化发展水平作为研究对象,结合城镇化发展的相关理论,提出了唐山市在人的城镇化建设方面的对策和建议。具体内容包括:首先参考现有关于城镇化评价指标体系的研究成果,并结合唐山市城镇化发展的实际情况,构建了人的城镇化发展水平从经济基础、人口发展、社会功能及生态环境四个方面的综合评价指标体系。其次,通过改进熵值法对唐山市人的城镇化水平进行实证分析,并根据评价结果分析出了唐山市在人的城镇化发展中不足。最后提出了要确立人的城镇化发展理念、尽快加快唐山市产业结构转型升级、促进农业人口转移尽快实现市民化、提高城镇综合承载能力、打造绿色生态宜居城镇的对策,从而进一步推动唐山市人的城镇化建设的发展。本文的创新之处主要在于以人的城镇化发展为视角,与唐山市城镇化发展的实际情况相结合,构建了适用于评价唐山市的综合评价指标体系,并利用改进熵值法对唐山市人的城镇化发展水平进行了实证分析,并为切实推进唐山市人的城镇化建设提出了相应的对策建议。这对提升唐山市城镇化进程、丰富城镇化发展内涵,具有十分重大的意义。本研究有益于指导将来推进城镇化的发展思绪,并且在优化城镇结构形成、城镇化与产业发展、兼顾城乡一体建设、体制机制保障等方面,建议唐山推进城镇化的战略思想,对中国人的城镇化开发履行有一定的意义。
[Abstract]:With the rapid development of China's economy and society, the urbanization problem has been paid more and more attention by the masses of people, and has become the main problem that the government and society pay attention to at present. In the report of the 18th National Congress of the CPC, it was proposed that we should devote our efforts to improving the quality of urbanization, pointing out that we should take China's own unique new road of urbanization, promote benign interaction between urbanization and industrialization, and harmonize urbanization with agricultural modernization. The four modernizations have been developed synchronously. The study of urbanization based on human development requires that towns should not only focus on the development, improvement and improvement of towns themselves, but also start from the economic development of towns and follow the core idea of people-oriented new urbanization development. Is not to show the achievements after the construction of cities and towns. To promote the speed of new urbanization, the main idea to be expressed must be people-oriented, which is a deeper understanding of the essence of urbanization. This study takes the development level of urbanization in Tangshan City as the research object and puts forward the countermeasures and suggestions of the urbanization construction in Tangshan City in combination with the relevant theories of urbanization development. The specific contents include: firstly, referring to the existing research results of urbanization evaluation index system, and combining with the actual situation of urbanization development in Tangshan City, the author constructs the level of human urbanization development from the economic base, population development, Comprehensive evaluation index system of social function and ecological environment. Secondly, the urbanization level of people in Tangshan City is analyzed empirically by improving entropy method, and the deficiency of urbanization in Tangshan City is analyzed according to the evaluation results. Finally, the author puts forward the countermeasures of establishing the concept of urbanization, speeding up the transformation and upgrading of the industrial structure of Tangshan City, promoting the transfer of agricultural population, realizing the urbanization as soon as possible, improving the comprehensive carrying capacity of cities and towns, and creating green ecological livable towns. Thus further promote the development of urbanization construction of people in Tangshan City. The innovation of this paper mainly lies in taking the human urbanization development as the angle of view, combining with the actual situation of the urbanization development in Tangshan City, and constructing a comprehensive evaluation index system suitable for the evaluation of Tangshan City. By using the improved entropy method, the author makes an empirical analysis on the urbanization level of the people in Tangshan City, and puts forward corresponding countermeasures and suggestions for promoting the urbanization construction of the people in Tangshan City. This promotes the Tangshan city urbanization process, enriches the urbanization development connotation, has the very great significance. This study is beneficial to guide the future development of urbanization, and in the optimization of the formation of urban structure, urbanization and industrial development, both urban and rural construction, institutional mechanisms, and so on, suggest Tangshan to promote urbanization strategic thinking. It is of certain significance to the development and implementation of the urbanization of the Chinese people.
