“全面二孩”背景下城镇已婚女性就业模式新趋向——基于时间配置决策理论的检验

【摘要】："全面二孩"政策的推行对城镇已婚女性既有的就业模式与观念产生了一定的冲击。通过对中国社会调查(CGSS)数据进行实证分析可知,相较于正规就业,灵活就业女性的职业处境为劣势。通过改良基准模型,形成生育及再生育、家庭收入的时间配置决策模型,对两部门时间配置决策进行现期与跨期分析表明,职业女性愿意投入到市场部门的时间缩短,主动型灵活就业模式更受女性青睐。同时,正规就业与灵活就业间的界限逐渐模糊,在时间配置决策的倒逼下呈现弹性化、过渡化发展趋势。因此,要引入"轻雇佣"等灵活就业方式,加强生育间隔期培训,逐步实现对家政、托管服务的扶持与有效监督,有效提升女性就业质量。
[Abstract]:The implementation of the "two-child" policy has had a certain impact on the existing employment patterns and concepts of married women in cities and towns. Through the empirical analysis of CGSS-based data of China Social Survey, we can see that compared with formal employment, the occupational situation of flexible employment women is at a disadvantage. Through improving the benchmark model to form the time allocation decision model of fertility, reproduction and family income, the present and intertemporal analysis of the time allocation decision of the two departments shows that the time that professional women are willing to invest in the market sector is shortened. Active flexible employment model is more favored by women. At the same time, the boundary between formal employment and flexible employment is gradually blurred. Therefore, it is necessary to introduce flexible employment methods such as "light employment", strengthen training in the interval between births, gradually realize the support and effective supervision of home economics and trusteeship services, and effectively improve the quality of female employment.
