河南省城镇化水平与质量协调发展研究

【摘要】：城镇化是现代经济社会进步的必经之路,改革开放以来,河南省城镇化建设取得显著成效,但城镇化水平并不高,2015年世界平均城镇化率为53.86%,中国城镇化率56.10%,已超过世界平均水平,而河南省的城镇化率只有46.85%。河南省在城镇化建设过程中,人口过度转移、“城市偏向”的基础设施建设、工业化污染、生态环境失衡等现实问题逐步显现,其结果是扩大城乡差距,降低城镇化质量,阻碍城镇化水平的进一步提高。十八届五中全会提出了创新、协调、绿色、开放、共享的发展理念,协调发展能够增进地区之间发展的整体性和科学性,在城镇化建设过程中,不仅要落实城乡、地区之间协调发展,还要强调城镇化水平与质量的同步提高。在研究河南省城镇化水平与质量协调发展时,本文首先对河南省城镇化水平的发展现状进行概述,然后从发展水平、发展效率和城乡协调三个方面构建城镇化质量评价指标体系,运用熵值赋权法计算出2000—2015年河南省及其18市的城镇化质量,在此基础上采用协调度公式得出城镇化水平与质量的协调系数,利用GIS技术综合分析河南省城镇化水平与质量的协调状况及演变规律,最后讨论导致河南省城镇化水平与质量不协调的影响因素。经研究得出如下结论:一是2000—2015年河南省城镇化率和城镇化质量都有所提高;二是2000—2015年河南省及18市城镇化水平与质量的协调度均有不同程度的提高,但总体协调水平较低,地区间协调度差异较大且分布不均衡;三是空间发展水平、人口发展水平、生态资源环境发展效率、城乡差距是导致河南省城镇化水平与质量不协调的主要影响因素。河南省在提高城镇化水平的过程中,应正确认识城镇化协调发展的重要性,以郑州为核心,通过中原城市群、建设组合型城市来带动周边地区协同发展,创新体制机制缩小城乡差距,通过“三化”协调、“四化”同步的科学发展方式保证城镇化发展质量稳步提升,不能以牺牲资源环境为代价谋发展。因此,在决胜小康阶段,研究河南省城镇化水平与质量的协调发展状况,对提高河南省城镇化水平、扩大城市规模、建设河南组合型大都市区具有重要的现实意义。
[Abstract]:Urbanization is the only way for modern economic and social progress. Since the reform and opening up, the construction of urbanization in Henan Province has achieved remarkable results. But the urbanization level is not high, the world average urbanization rate is 53.86% in 2015, and China's urbanization rate is 56.10%, which is higher than the world average level, while the urbanization rate in Henan Province is only 46.85%. In the process of urbanization construction in Henan Province, the problems of excessive population transfer, "urban bias" infrastructure construction, industrialization pollution, ecological environment imbalance and other practical problems gradually appear. The result is to widen the gap between urban and rural areas and reduce the quality of urbanization. Hinders the further improvement of urbanization level. The Fifth Plenary session of the 18th CPC Central Committee put forward the development concept of innovation, coordination, green, openness and sharing. Coordinated development can enhance the integrity and scientific nature of regional development. In the process of urbanization, not only urban and rural areas should be implemented. Coordinated development between regions, but also stressed the level of urbanization and quality of synchronization. In studying the harmonious development of urbanization level and quality in Henan Province, this paper first summarizes the present situation of urbanization level in Henan Province, and then from the development level, The evaluation index system of urbanization quality is constructed in three aspects of development efficiency and urban-rural coordination, and the urbanization quality of Henan Province and its 18 cities from 2000 to 2015 is calculated by entropy weighting method. On this basis, the coordination coefficient between urbanization level and quality is obtained by using the coordination degree formula, and the coordination status and evolution law of urbanization level and quality in Henan Province are comprehensively analyzed by using GIS technology. Finally, the paper discusses the influence factors of urbanization level and quality in Henan Province. The conclusions are as follows: first, the urbanization rate and the quality of urbanization have been improved in Henan Province from 2000 to 2015; secondly, the degree of coordination between urbanization level and quality in Henan Province and 18 cities has been improved in varying degrees from 2000 to 2015. However, the overall level of coordination is low, the degree of coordination between regions is different and the distribution is uneven; third, the level of spatial development, the level of population development, the efficiency of ecological resources and environment development, The gap between urban and rural areas is the main factor that leads to the disharmony between urbanization level and quality in Henan Province. In the process of improving the level of urbanization in Henan Province, we should correctly understand the importance of coordinated development of urbanization, take Zhengzhou as the core, build a combined city through the Central Plains urban agglomeration to promote the coordinated development of the surrounding areas. Innovating the system mechanism to narrow the gap between urban and rural areas, through the coordination of the "three modernizations", the "four modernizations" synchronized scientific development way to ensure the steady improvement of urbanization development quality, not at the expense of resources and environment as the cost of development. Therefore, it is of great practical significance to study the harmonious development of urbanization level and quality in Henan Province in the stage of decisive victory and well-off, to improve the urbanization level of Henan Province, to expand the scale of cities and to build a combined urban area in Henan Province.
