东营市史口镇整体发展状况调研报告

【摘要】：本次调研的对象史口镇,是全国重点镇、山东省百镇建设示范行动示范镇,也是东营市第一批试点强镇。具有很强的代表性,通过对史口镇发展现状的调查分析,并提出若干发展建议,以供其他地区乡镇的发展所参考借鉴。东营市东营区史口镇位于东营区境西南部,距区政府26公里处,面积80.92平方公里,耕地面积6.2万亩,人口4.2万,其中农业人口3.4万。境内拥有胜利石化、海科集团、万通集团、神驰化工等规模以上企业21家,经省政府批准成立了东营(史口)生态化工产业园。近年来,史口镇的加快了新型工业化、新型城镇化和农业现代化进程,初步形成了以循环经济示范园区为依托的生态化工产业体系、以“一园三带四区”为主体的农业产业体系和以“一带分两片”为布局的新型城镇化发展体系。当前史口镇发展正在面临着石化产业基础雄厚、交通运输优势明显、优惠政策扶持有力等发展优势和全国化工产业升级发展、东营化工产业集聚效应、周边市场需求快速增长等发展机遇,同时也面临着一定困境,如发展空间受限、一体化配套程度低、农业产业化基地建设尚未形成规模、发展要素保障难等。在研究史口镇的发展现状、分析影响发展的制约因素等基础上,提出了促进发展的对策建议,以此推动史口镇最终成为东营区乃至东营市的重要经济增长点。
[Abstract]:The object of this investigation, Shikou Town, is a national key town, Shandong Province hundred towns to build demonstration action town, Dongying City is the first batch of pilot towns. It has strong representativeness. Through the investigation and analysis of the present development situation of Shikou Town, some suggestions are put forward for the reference of the development of towns in other regions. Dongying Dongying District Shikou Town is located in the southwest of Dongying District, 26 kilometers from the district government, an area of 80.92 square kilometers, cultivated land area of 62000 mu, population 42000, of which 34000 agricultural population. The territory has Shengli Petrochemical, Haike Group, Wantong Group, Shenchi Chemical and other enterprises more than 21, approved by the provincial government to establish the Dongying (Shikou) ecological chemical industry park. In recent years, Shikou has accelerated the process of new industrialization, new urbanization and agricultural modernization, and has initially formed an eco-chemical industry system based on the circular economy demonstration park. The agricultural industry system with "one garden, three belts and four districts" as the main body and the new urbanization development system with the layout of "one garden, three belts and four districts" as the layout. At present, the development of Shikou Town is facing the advantages of strong petrochemical industry foundation, obvious advantages of transportation and transportation, favorable policy support, and the upgrading and development of the national chemical industry, and the agglomeration effect of Dongying chemical industry. At the same time, it faces some difficulties, such as limited development space, low degree of integration, the construction of agricultural industrialization base has not yet formed the scale, and so on. On the basis of studying the present development situation of Shikou Town and analyzing the restrictive factors affecting the development, this paper puts forward some countermeasures and suggestions to promote the development of Shikou Town so as to promote Shikou Town to become an important economic growth point in Dongying District and even Dongying City.
