后TPP时代规则对亚太区域价值链的影响研究——劳工标准视角的探讨

【摘要】：2017年新年伊始,美国总统特朗普上任后旋即签署行政命令,正式宣布美国退出跨太平洋伙伴关系协定(TPP)。与此同时,日本、澳大利亚、新加坡等TPP其他成员仍在力推TPP生效,唯有解读TPP文本才可能找到其中缘由。2016年底,我国商务部、国家发改委、科技部、工信部、人民银行、海关总署、统计局等七部门联合下发了《关于加强国际合作提高我国产业全球价值链地位的指导意见》,要求"加快提升我国产业在全球价值链中的地位"。在当前国际分工体系加速演变,全球价值链深度重塑的背景下,推动我国产业和产品向全球价值链中高端跃升是拓展发展新空间的重要路径。然而TPP等新型区域贸易协定中越发严苛的环境标准和劳工标准等经贸规则,将使亚太区域价值链重构面临挑战。以劳工标准为例,本文分析了高标准的经贸规则对亚太地区区域价值链的主要影响,为后TPP时代我国深度融入全球价值链提出了对策建议。
[Abstract]:At the start of a new year in 2017, U.S. President Donald Trump signed an executive order to formally announce the country's withdrawal from the Trans-Pacific Partnership Agreement. Meanwhile, other members of the TPP, such as Japan, Australia and Singapore, are still pushing for the TPP to take effect. Only by interpreting the TPP text can we find out why. At the end of 2016, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information, and the people's Bank of China, The General Administration of Customs, the Bureau of Statistics, and other seven departments jointly issued the guiding opinion on strengthening International Cooperation to improve the status of China's Industrial Global value chain, demanding "accelerating the upgrading of China's Industry in the Global value chain". Under the background of the accelerated evolution of the international division of labor system and the deep remodeling of the global value chain, it is an important way to expand the new space to push the industry and products of our country to the high end of the global value chain. However, the increasingly stringent economic and trade rules such as environmental standards and labor standards in new RTAs such as TPP will bring challenges to the reconstruction of value chains in the Asia-Pacific region. Taking labor standards as an example, this paper analyzes the main influence of high standard economic and trade rules on the regional value chain in the Asia-Pacific region, and puts forward some suggestions for the deep integration of China into the global value chain in the post-TPP era.
