保障房建设用地需求预测及多元化供给机制研究

【摘要】:当前,我国城镇低收入群体住房压力负担较重,加强保障房供给势在必行,而土地供给作为影响保障房建设最重要的环节,是应该首要解决的问题。本文的研究目的是从"应覆盖范围"的角度对各类保障房建设用地需求量进行预测,在此基础上制定保障房用地供给中长期规划以及完善的土地储备制度等,保证保障房建设用地的及时、足量、有效供给。本文首先分析了论文的研究背景及意义,并分别从保障房制度政策、供需标准以及土地供给三方面梳理了国内外的相关研究成果,为论文后续深入研究奠定理论基础;然后以家庭类别和保障房类型为依据,应用灰色预测理论以及住房可支付性计算方法建立了各类保障房建设用地需求的测算步骤,对北京市进行测算分析;并从供给方式及供给来源两方面构建了各类保障房建设用地的多元化供给机制,在此基础上分别从宏观以及微观两个角度阐述了相关的政策建议。最后,本文总结了主要的研究结论、存在不足并提出展望。本文研究结论为:第一,确定不具备住房可支付能力的家庭群体类别及其所占比例是测算保障房建设用地需求量的关键,依据房价收入比、HAI、购房可积蓄能力这三种衡量住房可支付性的方法,以北京市为例进行计算的结果是将低收入、中低收入、中等收入群体均纳入住房保障范围。第二,推行保障房用地的市场化供给方式,从棚户区改造建设用地、企事业单位闲置土地、已出让的国有闲置用地、改造更新存量房屋等方面挖掘存量土地;以地票或联合产权的方式获得农村集体土地来探索增量建设用地的供给。第三,从转变政府土地财政观念、科学制定土地规划、完善土地储备制度等宏观政策建议以及加强保障房建设用地的监管机制、严格处置闲置用地、实行差别化的保障房建设用地供给管理政策等微观政策建议确保实现保障房用地的多元化供给。
[Abstract]:At present, the burden of housing pressure on low-income groups in cities and towns is heavy, so it is imperative to strengthen the supply of indemnificatory apartment. As the most important link affecting the construction of indemnificatory apartment, land supply is the most important problem to be solved. The purpose of this paper is to forecast the demand for indemnificatory apartment construction land from the angle of "coverage scope", and on this basis, to formulate the long-term planning of indemnificatory apartment land supply and the perfect land reserve system, etc. Ensure the timely, sufficient and effective supply of indemnificatory apartment construction land. This paper first analyzes the research background and significance of the paper, and respectively from the indemnificatory apartment system policy, supply and demand standards and land supply three aspects of domestic and foreign related research results, for the further study of the paper lay a theoretical foundation; Then, based on the family category and indemnificatory apartment type, the paper establishes the calculation steps of all kinds of indemnificatory apartment construction land demand by using the grey prediction theory and the housing affordability calculation method, and calculates and analyzes the Beijing Municipality. The diversified supply mechanism of all kinds of indemnificatory apartment construction land is constructed from two aspects of supply mode and supply source. On this basis, the relevant policy suggestions are expounded from the macro and micro perspectives respectively. Finally, this paper summarizes the main research conclusions, there are shortcomings and put forward the prospect. The conclusions of this paper are as follows: first, determining the types of households with no affordability and their proportion is the key to estimate the demand for indemnificatory apartment construction land. According to the ratio of house price to income, the three methods of measuring the affordability of housing are the ability to store houses. The result of calculation in Beijing is that the low and middle income groups are brought into the range of housing security. Second, promote the marketization of indemnificatory apartment land supply, from the shantytown transformation of construction land, enterprises and institutions idle land, state-owned idle land has been transferred, renovating the stock of housing and other aspects of excavating the stock of land; To explore the supply of incremental construction land by means of land ticket or joint property right to obtain rural collective land. Third, from the transformation of the government land finance concept, the scientific formulation of land planning, the improvement of land reserve system and other macro policy recommendations, as well as the strengthening of indemnificatory apartment construction land regulatory mechanism, strict disposal of idle land, The implementation of differential indemnificatory apartment construction land supply management policy and other micro policy recommendations to ensure the realization of indemnificatory apartment land supply diversification.
