对杭州特色小镇建设若干问题的思考

【摘要】：正作为转型发展的新引擎和改革创新的新载体,杭州特色小镇建设因地制宜稳健推进并获不俗成绩。然而也须清醒地认识到,杭州特色小镇建设依然在规划布局理念、民间投资信心、特色产业投资、土地资源要素保障、考核评价机制创新等方面有必须直面的挑战作为创新发展的战略选择,杭州特色小镇正以蓬勃之势在全省乃至全国引领一轮产业转型升级、城乡统筹发展的新浪潮。2015年以来,杭州特色小镇建设呈风起云涌之势,共有19个小镇入围第一、第二批省级特色小镇创建名单,在全省79个省级小镇中占比近1/4,并创建了目前浙江特色小镇3张公认的"金名片"(梦想、云栖、山南基金),成为了浙江特色小镇创建工
[Abstract]:As a new engine of transformation and development and a new carrier of reform and innovation, the construction of Hangzhou's special town is advancing steadily according to local conditions and has achieved good results. However, it is also necessary to be soberly aware that the construction of a small town with special characteristics in Hangzhou is still based on the concept of planning, layout, confidence in private investment, investment in characteristic industries, and the protection of elements of land resources. The innovation of assessment and evaluation mechanism must face the challenge directly as the strategic choice of innovation and development. Hangzhou's characteristic town is leading a new wave of industrial transformation and upgrading and urban and rural overall development in the whole province and even in the whole country with the vigorous trend since 2015.
