地方政府执行保障性住房政策的绩效评价研究——以广州市为例

【摘要】：保障性住房政策是解决中低收入群体住房问题的重要举措,地方政府承担着重要的执行责任,绩效评价是衡量地方政府执行成效的重要方法。地方政府执行保障性住房政策的绩效评价,关键在于构建一套科学合理、切实可行的评价指标。我们结合广州市的实际,坚持可操作性、客观性、整体性、针对性等原则,构建了一个包含政策效率、政策效益、政策影响、政策回应度等指标的地方政府执行保障性住房政策绩效评价的指标体系,并运用层次分析法、专家评分法对广州市执行保障性住房政策绩效作出评价。
[Abstract]:The indemnificatory housing policy is an important measure to solve the housing problem of low- and middle-income groups. The local government bears an important responsibility of implementation. Performance evaluation is an important method to measure the effectiveness of the implementation of local government. The key to the performance evaluation of the local government in implementing the indemnificatory housing policy lies in the construction of a set of scientific, reasonable and feasible evaluation indicators. In light of the reality of Guangzhou, we adhere to the principles of maneuverability, objectivity, integrity and pertinence, and construct a policy that includes policy efficiency, policy effectiveness, and policy impact. The index system of the performance evaluation of the implementation of the indemnificatory housing policy by the local government such as the policy response degree, and the evaluation of the performance of the implementation of the indemnificatory housing policy in Guangzhou by using the analytic hierarchy process and the expert scoring method.
