中国城乡住房市场融合:土地制度改革与户籍制度改革

【摘要】:土地制度和户籍制度是城乡二元结构下最重要的制度安排,城乡二元结构导致城乡住房产生巨大差异。本文首先阐述了城乡住房市场融合的概念和必要性,然后分析城乡住房市场融合与土地制度改革和户籍制度改革的关系。本研究认为,户籍制度改革推动人口自由流动,影响城乡住房市场需求,土地制度改革促进土地自由交易,影响城乡住房市场的供给,二者一起构成城乡住房市场的基础。土地制度改革和户籍制度改革同步实施,是实现城乡住房市场融合的保证。
[Abstract]:The land system and the household registration system are the most important institutional arrangements under the urban and rural two yuan structure. The urban and rural two yuan structure leads to huge differences in urban and rural housing. Firstly, this paper expounds the concept and necessity of urban and rural housing market integration, and then analyzes the relationship between urban and rural housing market integration and land system reform and the reform of the household registration system. The reform of the household registration system promotes the free flow of population and affects the demand of urban and rural housing market. Land system reform promotes free land trade and affects the supply of urban and rural housing market. Together, the two forms the basis of the housing market in urban and rural areas. The reform of land system and the reform of the household registration system are implemented step by step, which is the guarantee for the integration of the housing market in urban and rural areas.
