基于历史嬗变视角的人与城、市协调性关系研究

【摘要】:城市发展本身就是人、城、市关系的建构、解构与重构过程。我国新型城镇化的核心是“人的城镇化”,强调“以人为本”。文章尝试将城、市两种功能维度贯通中西方城市发展历程,寻求城市发展中的“人本”线索,探究人、城、市三者在不同历史阶段的互动关系。通过梳理文献资料,作者发现城市自形成伊始便是人类精神的外化,初始阶段城市发展也是依托统治阶层的权力与威能产生聚合作用。城市实体本身就是人类精神的具象化。城市的“人本”因素有其历史渊源。然而,中西方历史上占城市人口绝大多数的普通城市居民时常处于权利贫困与经济从属性地位,缺乏真正市民权利,仅仅单纯作为城市有机体成长中的贡献要素,城、市两重功能对普通民众的支持甚为薄弱,人本因素被排挤到城市精神文化的边缘。在中国改革开放后的传统城镇化中,作为人的因素在城市发展中坠入从属性地位,农民工群体“进城”、“入市”的障碍彰显出人与城、市的关系非协调性,具体体现为“城”功能、“市”功能、社会功能缺乏对农民工的有效支持。西方自从中世纪晚期伊始,资本逻辑逐渐扩大影响,统摄西方城市的成长模式。在城市外围,资本逃避城市当局的监督,无限制的蔓延,夺取乡村资源;在城市内部,资本以其强烈的腐蚀能力和增值需求为目的,极大地改造了城市的形态与发展模式。鸦片战争之后,资本深刻改造了中国的城市格局与城市性质,尤其在改革开放之后,资本逻辑在相当程度上影响了中国城市的发展机理,“物本”与“官本”压制将“人本”挤出城市发展中的主导性位置。人与城、市关系失调的内因乃在于资本逻辑对城市发展的统摄。基于资本逻辑的运行特征,文章提出厘清城市边界以遏制城市无序扩张,削弱资本逻辑的扩散。在城市之中,冲破权力与资本的合谋,重新确立人本主义,通过提升制度、人居、社会保障、教育等多层次的城功能及市功能激发城市迁移群体的活力,提供发展机会、改善生活环境、提升发展能力,最终实现城市发展中人的主体地位。由此,以人本主义理论框架替代资本逻辑,促进城市健康发展,营造人、城、市之间的协调关系。
[Abstract]:Urban development itself is the process of construction, deconstruction and reconstruction of human, city and city relations. The core of the new urbanization in our country is the urbanization of human beings, which emphasizes on people-oriented. This paper attempts to link the two functional dimensions of city and city through the course of urban development between China and the West, to seek the clue of "humanism" in urban development, and to explore the interactive relationship among people, cities and cities at different historical stages. By combing the literature, the author finds that the city is the externalization of the human spirit from the beginning of its formation, and the city development in the initial stage also depends on the power and power of the ruling class to produce the converging effect. Urban entity itself is the embodiment of human spirit. The human-oriented factor of the city has its historical origin. However, the ordinary urban residents, who constitute the vast majority of urban population in the history of China and the West, are often in the status of right poverty and economic subordination, lacking the real civil rights, and only as a contribution factor in the growth of urban organism, the city. The dual function of the city is very weak for the ordinary people, and the humanistic factor is marginalized to the edge of the city spiritual culture. In the traditional urbanization after China's reform and opening up, as a human factor, it falls into a subordinate position in the urban development. The obstacles of migrant workers "entering the city" and "entering the market" show the disharmony between the people and the city. It is embodied in the function of city, city and society. Since the beginning of the late Middle Ages, the capital logic has gradually expanded its influence and dominated the growth pattern of western cities. In the periphery of the city, the capital escapes the supervision of the city authorities, spreads without restriction, and grabs the rural resources. In the city, the capital, for the purpose of its strong corrosion ability and value added demand, has greatly reformed the form and development mode of the city. After the Opium War, capital profoundly transformed the urban pattern and urban nature of China. Especially after the reform and opening up, the logic of capital influenced the development mechanism of Chinese cities to a certain extent. The suppression of the "object-based" and "official-based" pushes the humanism out of the dominant position in the urban development. The internal cause of the imbalance between man and city is the control of capital logic to the development of city. Based on the operating characteristics of capital logic, this paper proposes to clarify the urban boundaries in order to curb urban sprawl and weaken the diffusion of capital logic. In cities, breaking through the collusion of power and capital, reestablishing humanism, stimulating the vitality of the urban migration groups and providing opportunities for development through the promotion of the system, human settlements, social security, education and other multi-level city functions, Improve the living environment, enhance the ability of development, and finally realize the status of the main body in urban development. Therefore, the theory frame of humanism replaces the capital logic, promotes the healthy development of the city, and builds the harmonious relationship among the people, the city and the city.
