代建制下保障房成本控制研究

【摘要】：近年以来国家和地方大力推行保障房建设,在巨大的建设任务之下单靠各级、各地政府的财力、人力和技术经验往往在短期内不能完成下达任务,传统的政府直接建设模式己经不能满足现阶段保障房投资建设的需求。目前政府开始借鉴国内外先进的建设模式,利用开发经验成熟的开发商和工程承包商进行项目代建,其成本虽总体受控,但影响工程成本的因素和问题频现,暴露出一些亟待解决的问题。本文采用定性分析与定量分析相结合的方法进行系统化研究,分析代建制保障房成本的现状,并在传统的时间维度和物质维度上,根据代建的特点和保障房的特点,引入代建制保障房的社会维度,结合相关项目的研究综述,构建代建制下保障房成本控制问卷量表。本文通过对代建保障房和相关工程领域从业人员问卷调查和访谈,收集和整理数据,应用SPSS因子分析,得到代建制下保障房成本控制的主要因子,分别是委托方因子F1、技术因子F2、沟通因子F3、合同管理因子F4、外界干扰因子F5、激励因子F6。有助于在今后实践管理中,各参建方管理有的放矢。本文对XX代建保障房项目进行回访,进一步确认代建制保障房成本控制主要因子和征求相关解决措施和建议。在文献研究和实证研究的基础上,本文从组织措施、管理措施、技术措施、经济措施以及全寿命周期给予七个方面进行建议。期望能够通过这些措施和建议有效控制代建制下保障房项目的成本。
[Abstract]:In recent years, the national and local governments have vigorously promoted indemnificatory apartment construction. Under the huge construction tasks, the financial, human and technical experience of local governments is often unable to complete the assigned tasks in a short period of time. The traditional government direct construction mode can not meet the demand of indemnificatory apartment investment. At present, the government has begun to draw lessons from the advanced construction models at home and abroad and use the developers and contractors with mature development experience to carry out the project construction. Although the cost of the project is generally controlled, the factors and problems affecting the cost of the project appear frequently. Some problems need to be solved. In this paper, the method of combining qualitative analysis with quantitative analysis is used to systematize the research, and the present situation of the cost of indemnificatory apartment is analyzed. In the traditional time dimension and material dimension, according to the characteristics of agent construction and the characteristics of indemnificatory apartment, This paper introduces the social dimension of agent indemnificatory apartment, and constructs the cost control questionnaire of indemnificatory apartment under agent system combined with the review of related projects. In this paper, through the questionnaire survey and interview of indemnificatory apartment and related engineering practitioners, the author collects and collates the data, and applies SPSS factor analysis to obtain the main factors of cost control of indemnificatory apartment under the agent construction system. They are fiduciary factor F1, technical factor F2, communication factor F3, contract management factor F4, external disturbance factor F5, incentive factor F6. Help in the future practice management, each party involved in the management targeted. This paper makes a return visit to XX agent indemnificatory apartment project, and further confirms the main factors of cost control of agent indemnificatory apartment and solicits relevant measures and suggestions. On the basis of literature research and empirical research, this paper gives seven suggestions from organizational measures, management measures, technical measures, economic measures and life cycle. Through these measures and suggestions, we hope to effectively control the cost of indemnificatory apartment project under agent system.
