【摘要】：采购现阶段已成为建筑工程项目(以下简称:工程项目)中的一个主要专业,工程采购起到承上启下的作用,同时又和成本、质量、进度直接相关。可以说管控好工程项目的采购,一定程度上就管控好整个工程项目。随着外资工程的管理理念对中国本土工程不断的深入影响,中国的工程公司对采购也更加重视。采购中一步重要的环节就是对合同包的招投标。现阶段国外大型工程公司对招投标的管理相对比较成熟,已经有完整的招标流程、风险控制、审计监管、项目把控的相关要求;随着业界内人才的流动,及国内工程公司不断承接外资工程对自身要求的提升,部分国内EPC公司也已经有了成熟的管理体系,但是大部分的其他企业还没有意识到招投标对项目的影响和存在的风险;或者已经意识到其重要性,但在执行中贯彻不下去,变成一纸空文。近些年我国招投标领域的研究比较活跃,从中国知网文献检索的结果来看,其中招投标相关的论文就多达5000多篇。本文是站在工程咨询公司的角度去研究招投标,深入剖析招投标的整个流程,各个环节的利益相关者及相关组织机构。作者完成主要工作如下:(1)分析了A公司目前招标中存在的主要问题;(2)研究A公司招投标各环节参与方可能存在的风险因素,及风险权重;通过技术手段分析风险,并给出风险应对策略。(3)结合A工程咨询公司的实际案例去分析项目情况及招投标中的风险因素、应对措施、项目最终风险管理效果。通过本文研究论述,工程咨询公司在外资工程项目中的招投标存在诸多风险,如不在前期做到尽量规避、转移风险将对整个项目造成恶劣影响,希望通过本文能够让一些企业和个人意识到招投标的重要性,并在招投标风险中找到相应的应对策略。
[Abstract]:Procurement has become a major profession in construction projects (hereinafter referred to as engineering projects). Project procurement plays an important role in connecting the past with the following, and is directly related to cost, quality and progress. It can be said that the control of project procurement, to a certain extent on the control of the entire project. Chinese engineering companies pay more attention to procurement as the management concept of foreign projects has a deep impact on local projects in China. An important step in procurement is to bid for the contract package. At this stage, the management of bidding by large foreign engineering companies is relatively mature, and they already have a complete bidding process, risk control, audit supervision, project control and related requirements; with the flow of talents in the industry, And domestic engineering companies continue to undertake foreign projects to improve their own requirements, some domestic EPC companies have also had a mature management system, but most other enterprises have not been aware of the impact of bidding on the project and the risks; Or has realized its importance, but in the implementation does not carry on, becomes a dead letter. In recent years, the research in the field of bidding has been active in China. According to the results of literature retrieval in China, there are more than 5000 papers related to bidding. This paper is based on the engineering consulting company to study bidding, in-depth analysis of the whole process of bidding, stakeholders and related organizations in each link. The main work of the author is as follows: (1) analyzing the main problems existing in the bidding of Company A; (2) studying the possible risk factors and risk weights of the participants in each part of the bidding process of Company A; analyzing the risks by technical means; And give the risk coping strategy. (3) combined with the actual case of A engineering consulting company to analyze the project situation and the risk factors in bidding, countermeasures, the final risk management effect of the project. Through the research and discussion in this paper, there are many risks in the bidding of the engineering consulting company in the foreign project. If we try our best to avoid it in the early stage, the transfer risk will have a bad effect on the whole project. It is hoped that this paper can make some enterprises and individuals realize the importance of bidding and find corresponding countermeasures in the risk of bidding.
