辽宁省城镇化对农民收入增长的影响研究

【摘要】：农业是国民经济发展的基础,确保农业持续稳步发展,直接关系到我国国民经济稳定和全面建设小康社会的进程。农民问题是农业发展的根本所在,而农民增收是农民问题的核心,能否有效促进农民增收是事关几亿农民的生存问题,关系社会稳定。目前我国农村经济发展已经取得较大进展,但农村仍然存在大量剩余劳动力,如何大量、有效转移和吸收农村剩余劳动力已经成为农民增收的根结所在,在当前形势下,解决这一难题的根本途径只有促进城镇化发展,提高城镇化发展水平,加快对农业人口的吸收和转移,提高农民收入。2015年辽宁省的城镇化率为67.35%,在全国各省区中排在第二位,城镇化发展处于较高水平,辽宁省又是我国的农业大省,研究其城镇化水平与农民收入的关系具有较好的启发和借鉴意义,对提高辽宁省农民收入也有很好的指导作用。本文以辽宁省城镇化对农民收入增长的影响为研究对象,先是系统的阐述了有关城镇化和城镇化促进农民增收的理论基础,然后以辽宁省统计年鉴的数据为基础,分析研究了辽宁省农民收入的现状和特征,并采用评价指标体系法对辽宁省城镇化发展水平进行综合评价和测算,为后文的实证分析也提供了更准确的数据支持。然后从理论的角度分析城镇化如何促进农民增收:城镇化通过促进农村剩余劳动力转移就业,加速农村土地规模化经营,增加对农产品的需求,加大财政支农的力度,增加农民收入。最后是实证分析,采用协整检验和误差修正模型,借助Eviews6.0对城镇化水平与农民收入的短期和长期关系进行检验,为了进一步检验城镇化对农民收入的具体影响,使用灰色关联度的数学方法计算城镇化水平和农民收入各构成成份之间的关联度。实证检验结果表明辽宁省城镇化水平与农民收入之间存在长期均衡关系,城镇化水平每提高一个单位,农民收入增加4.4642个单位,对于短期农民收入15.82%的偏离均衡的部分会得到修正。通过灰色关联度分析,辽宁省城镇化发展对农民各项收入来源的增长都产生了正面影响,关联度大小依次是经营性收入、工资性收入、财产性收入和转移性收入。最后,基于前面的理论和实证分析,对辽宁省城镇化促进农民收入增长提出几点政策建议:继续推进城镇化建设,提高城镇化质量;推进城乡基本公共服务均等化,实现城乡统筹发展;深化农村土地制度改革,促进土地有效流转;发展劳动密集型产业,增加农民就业;加快城乡基础设施建设,加强城乡联系。
[Abstract]:Agriculture is the foundation of the national economy development. To ensure the sustainable and steady development of agriculture is directly related to the stability of our national economy and the process of building a well-off society in an all-round way. The problem of farmers is the root of agricultural development, and the increase of farmers' income is the core of the problem of farmers, whether or not to effectively promote the increase of farmers' income is related to the survival of hundreds of millions of farmers and the stability of society. At present, great progress has been made in the development of rural economy in our country, but there are still a lot of surplus labor in rural areas. How to transfer and absorb rural surplus labor effectively has become the root of increasing farmers' income. The fundamental way to solve this problem is to promote the development of urbanization, improve the level of urbanization, speed up the absorption and transfer of agricultural population, and increase the income of farmers. In 2015, the urbanization rate in Liaoning Province was 67.35, ranking second among all provinces and regions in the country. The development of urbanization is at a higher level, and Liaoning Province is also a big agricultural province in China. The study on the relationship between the urbanization level and farmers' income has a good significance of inspiration and reference, and also has a good guiding role in improving the income of farmers in Liaoning Province. In this paper, the impact of urbanization on the growth of farmers' income in Liaoning Province is studied. Firstly, the theoretical basis of urbanization and urbanization to promote farmers' income increase is systematically expounded, and then based on the data of Liaoning Province Statistical Yearbook. This paper analyzes and studies the present situation and characteristics of farmers' income in Liaoning Province, and uses the method of evaluation index system to comprehensively evaluate and measure the level of urbanization development in Liaoning Province, which provides more accurate data support for the empirical analysis later on. Then from the theoretical point of view, it analyzes how urbanization can promote the increase of farmers' income: urbanization accelerates the large-scale management of rural land, increases the demand for agricultural products, and increases the financial support for agriculture by promoting the transfer of rural surplus labor force to employment, accelerating the scale management of rural land, and increasing the financial support for agriculture. Increase farmers' income. Finally, the empirical analysis, using co-integration test and error correction model, with the help of Eviews6.0 to test the relationship between urbanization level and farmers' income in the short and long term, in order to further test the specific impact of urbanization on farmers' income. The mathematical method of grey correlation degree is used to calculate the correlation between the urbanization level and the components of farmers' income. The empirical results show that there is a long-term equilibrium relationship between urbanization level and farmers' income in Liaoning Province. With each increase of urbanization level, the income of farmers increases by 4.4642 units. For the short-term farmer income 15.82% deviation from the equilibrium part will be corrected. Through the analysis of grey correlation degree, the development of urbanization in Liaoning Province has a positive impact on the growth of farmers' income sources. The correlation degree is in turn operating income, wage income, property income and transfer income. Finally, based on the previous theoretical and empirical analysis, this paper puts forward several policy recommendations on urbanization in Liaoning Province to promote the growth of farmers' income: to continue to promote urbanization construction, to improve the quality of urbanization, to promote the equalization of basic public services between urban and rural areas, To realize the overall development of urban and rural areas; to deepen the reform of rural land system, to promote the effective circulation of land; to develop labor-intensive industries and increase farmers' employment; to speed up the construction of urban and rural infrastructure; to strengthen urban-rural ties.
