大部制改革后日照市岚山区食品安全监管研究

【摘要】：民以食为天,食以安为先,近年来我国食品安全问题多发,食品安全一直以来是社会关注的热点,我国政府和民众越来越重视食品安全问题。为了进一步提高食品安全监管水平,国务院正在着力推进有关机构调整和职能整合。从2013年3月起,国务院对食品安全监管体制进行新的一轮改革,加大对食品安全监管部门职能调整的步伐,从多部门各管生产、流通、餐饮环节的监管模式调整为一个部门统一的监督管理。此次改革对食品安全监管体制进行了重大调整,但是在推进过程之中还是遇到编制调整困难、政策执行不力等诸多问题。本文通过对岚山区食品安全监管部门所承担的职责以及食品安全监管方面存在的问题及原因进行调查研究,通过对此次改革前后我国食品安全监管体制变化的分析和对美国、欧盟、日本等发达国家先进经验的探讨的基础上,解析岚山区现行食品安全监管机制的构架及特点,并进一步指出岚山区食品安全监管现行机制运行过程中存在的食品安全监管法律法规不健全、监管效率低、食品安全检测能力有限、监管信息化水平低、机构融合不彻底、工作人员专业水平有限等一些问题,提出推进食品安全监管体制机制建设、加强食品安全监管能力建设、健全食品安全监管体系等建议,完善基层政府食品安全监管工作。为我国基层政府食品安全监管体制改革提出合理化的建议。
[Abstract]:In recent years, food safety in our country is more and more frequent. Food safety has always been the focus of attention of the society. Our government and people pay more and more attention to food safety. In order to further improve the level of food safety supervision, the State Council is working to promote the restructuring and functional integration of relevant institutions. Since March 2013, the State Council has carried out a new round of reform of the food safety regulatory system, stepped up the pace of adjustment of the functions of the food safety supervision department, and managed production and circulation from various sectors. The regulation mode of catering links is adjusted to a unified supervision and management of a department. The reform has made a major adjustment to the food safety regulatory system, but in the process of promotion, it has encountered many problems, such as difficulties in making adjustments and poor implementation of policies and so on. Through the investigation and research on the responsibility of food safety supervision department in Lanshan area and the problems and reasons existing in food safety supervision, this paper analyzes the changes of food safety supervision system in China before and after this reform, and analyzes the changes of food safety supervision system in the United States before and after the reform. On the basis of discussing the advanced experiences of developed countries such as the European Union and Japan, the paper analyzes the framework and characteristics of the current food safety supervision mechanism in Lanshan District. Furthermore, it is pointed out that the food safety supervision laws and regulations in Lanshan District are not perfect, the supervision efficiency is low, the ability of food safety detection is limited, the level of supervision information is low, and the institutional integration is not complete. In order to perfect the food safety supervision work of grass-roots government, the author puts forward some suggestions, such as promoting the construction of food safety supervision system, strengthening the construction of food safety supervision capacity, perfecting food safety supervision system, and so on. To put forward rational suggestions for the reform of food safety supervision system of grass-roots government in our country.
