保障房建设项目前期审批流程优化研究

【摘要】:保障房建设速度直接关系到我国"住有所居"目标的实现。目前保障房建设前期审批流程存在审批事项多、审批周期长等问题,对保障房的开工建设造成不利的影响。因此,提高政府审批效率、缩短审批周期在保障房建设过程中具有重要意义。基于以上目的,本文首先分析了当前保障房建设项目前期各审批阶段所涉及的审批事项,并依据审批事项的前后置关系,绘制出审批流程图,深入剖析审批流程中存在的不足之处。其次,将Petri网流程建模方法与ESIA流程优化方法引入保障房前期报批报建流程优化中,分析了 Petri网与ESIA方法对保障房建设项目审批流程优化的适用性。在此基础上,阐述了流程的建模技术和具体的优化思路。运用PIPE软件建立流程的Petri网模型,通过清除流程、简化流程、整合流程对流程进行优化,使用ExSpect软件对优化前后的流程进行仿真模拟,并从审批事项、审批周期等角度对优化前后的流程进行评价。最后,从明确职责分工、推进技术审批和行政审批相分离、提速审批标准化建设、制定法律法规、完善监管体制和创新监管方式等方面提出保障实现流程优化的措施。优化保障房建设项目前期审批流程的角度比较多,本文着重从流程方面进行了初步探讨,还需在以后的研究中不断的进行完善。
[Abstract]:Indemnificatory apartment's construction speed is directly related to the realization of our country's goal of "living and living". At present, there are many examination and approval items and long examination and approval period in the early stage of indemnificatory apartment construction, which has a negative impact on the start of the construction of indemnificatory apartment. Therefore, it is of great significance to improve the efficiency of government examination and approval and shorten the examination and approval cycle in the construction of indemnificatory apartment. Based on the above purpose, this paper first analyzes the examination and approval items involved in the early stage of indemnificatory apartment construction project, and draws out the approval flow chart according to the pre-and post-relation of the examination and approval items. Deeply analyze the shortcomings in the approval process. Secondly, the Petri net process modeling method and the ESIA process optimization method are introduced into indemnificatory apartment's pre-approval application process optimization, and the applicability of Petri net and ESIA method to the optimization of indemnificatory apartment construction project approval process is analyzed. On this basis, the process modeling technology and specific optimization ideas are described. The Petri net model of the process is established by using PIPE software. The process is optimized by clearing the process, simplifying the process, integrating the process, simulating the process before and after the optimization by using ExSpect software, and examining and approving items. The process before and after optimization is evaluated from the point of view of approval cycle. Finally, some measures to ensure the process optimization are put forward from the following aspects: clarifying the division of responsibilities, promoting the separation of technical examination and approval from administrative examination and approval, speeding up the standardization construction of examination and approval, formulating laws and regulations, perfecting the supervision system and innovating supervision methods, and so on. There are many ways to optimize the approval process of indemnificatory apartment construction project. This paper focuses on the preliminary discussion from the aspect of the process, and needs to continue to improve in the future research.
