扬州市区机动车停车收费管理研究

【摘要】:随着我国城市化进程不断加快,城市社会经济发展水平不断提高,许多城市的社会经济也得到了飞速发展,城市综合实力不断提高,城市地位不断突出。与此同时,许多城市的机动车拥有量也在不断快速增长,随之而来的停车问题愈发严重。其中停车管理效率低下是造成这些问题的重要原因之一。由于长期以来在大部分中等城市,政府和市民对静态交通普遍重视不够,且中等城市停车管理体制不够健全、停车管理力度不够大,且缺乏强有力的惩戒措施,导致广大市民对城市停车管理理念认识不够,守法遵章停车意识淡薄,违章停车现象严重,对城市动态交通效率造成了严重的影响。现在的城市停车收费管理政策及措施已经不能适应城市交通经济的发展,函待展开深入研究。本文选取本人生活的扬州市区为研究范围,从五个方面研究了扬州市区停车收费管理问题。第一部分概述研究目的及意义,以及国内外有关停车收费的研究现状。第二部分阐述机动车停车收费管理的相关理论。第三部分分析扬州市区机动车停车收费管理的现状,包括扬州市区停车收费的现行政策分析、定价机制、管理手段等方面,并基于停车者的行为需求和停车收费进行了实证调查,分析了停车收费管理存在的问题及成因。第四部分介绍国外和国内其它城市停车收费管理的相关内容,同时总结其特色,包括加强完善停车法规,扶持停车产业;提高停车费率,鼓励公共交通发展;鼓励实现停车场投资管理多元化等。第五部分提出完善扬州市区停车收费管理的建议,主要包括:加强规划建设,发展停车产业;建立协调机制,形成监管合力;运用价格杠杆,调节停车矛盾;运用科技手段,促进管理职能信息化;加快发展城市公交,提高公交出行分担率;加大收费监管,增强违规处罚力度等。
[Abstract]:With the accelerating process of urbanization in China, the level of social and economic development of cities has been continuously improved, many cities' social economy has also been rapidly developed, the comprehensive strength of cities has been continuously improved, and the status of cities has been constantly prominent. At the same time, the number of motor vehicles in many cities is growing rapidly, and the parking problem becomes more and more serious. The low efficiency of parking management is one of the important reasons for these problems. For a long time in most medium-sized cities, the government and citizens generally pay less attention to static traffic, and the parking management system is not perfect, parking management is not strong enough, and there is a lack of strong disciplinary measures. As a result, the general public do not know enough about the concept of urban parking management, the consciousness of abiding by the law and the regulations of parking is weak, the phenomenon of illegal parking is serious, which has a serious impact on the urban dynamic traffic efficiency. The current urban parking charge management policy and measures can not adapt to the development of urban transportation economy. In this paper, I choose Yangzhou urban area as the research scope, from five aspects of the Yangzhou parking fee management. The first part summarizes the purpose and significance of the research, as well as the current situation of research on parking fees at home and abroad. The second part elaborates the related theory of vehicle parking charge management. The third part analyzes the current situation of parking fee management in Yangzhou, including the current policy analysis, pricing mechanism, management methods and so on. Based on the demand of parking behavior and parking fees, this paper makes an empirical investigation, and analyzes the problems and causes of parking fees management. The fourth part introduces the related contents of parking charge management in foreign and domestic cities, and summarizes its characteristics, including strengthening and perfecting parking regulations, supporting parking industry, increasing parking fee rate and encouraging the development of public transportation. Encourage the realization of parking lot investment management diversification. The fifth part puts forward some suggestions to improve the parking fee management in Yangzhou, including: strengthening planning and construction, developing parking industry; establishing coordination mechanism to form supervision force; using price lever to adjust parking contradiction; using scientific and technological means. Promote the informatization of management function; accelerate the development of urban public transport, improve the public transport travel sharing rate; strengthen the charge supervision, strengthen the intensity of punishment for violations of the law, and so on.
