PPP模式下地下综合管廊入廊定价研究
[Abstract]:Underground integrated pipe gallery is a public tunnel used for centralized laying of electric power, communication, radio and television, water supply, drainage, heat, gas and other municipal pipelines. As a kind of intensive municipal infrastructure, the construction of underground integrated pipe gallery can effectively solve many problems brought by traditional pipeline laying, such as repeated excavation of roads, traffic jam, environmental pollution and so on. However, because of the huge investment and high cost of construction and operation, it has not been widely promoted in our country. Solving the problem of investment and operation charge of underground integrated pipe corridor project has become a necessary condition to promote the construction of underground integrated pipe corridor. Based on this, this paper attempts to introduce the PPP model into the construction of underground integrated pipe gallery, and on the basis of this, makes a reasonable pricing and charging strategy to solve the problem. Based on the research on the theory of PPP model and the related knowledge of underground integrated pipe gallery, this paper demonstrates the feasibility of applying PPP model to the project of underground integrated pipe corridor in policy and economic aspects. Then, by using for reference and perfecting the PPP pattern selection method based on the three-dimensional framework of transaction cooperation, this paper determines the path method of PPP pattern recognition based on ownership, management right, degree of cooperation and risk sharing framework. According to the specific characteristics of the underground integrated pipe corridor project, the PPP model suitable for the underground integrated pipe corridor project is selected. Based on the pertinence of the research direction and the generality of the research object, this paper chooses the current more suitable B-SO-T model as the following research foundation, uses the principal-agent theory as the theoretical support, and analyzes the pricing stakeholders. On the basis of the basic principles of pricing, the composition of pricing costs and the factors affecting pricing, a pricing model of corridor entry is constructed based on the comprehensive consideration of the interests of pipeline units, consumers, government departments and social investors. The applicability and reasonableness of the model are verified by taking the Central Ring Line Project in the North District of Yan'an City as an example. The study on pricing of the underground integrated pipe corridor under PPP mode mainly solves two problems. One is to determine the current development stage of the PPP model more suitable for our country's underground integrated plumbing corridor, B-SO-T mode, the choice of the model for the government to use the PPP model to solve the problem of investment to provide a new way of thinking; Secondly, on the basis of taking into account the interests of multiple participants, a kind of incentive compatible corridor pricing model is constructed. The realization of this model can not only maintain the interests of pipeline units and consumers. On the basis of satisfying the profits of the investors, it can encourage the investors to declare the real cost, reduce the operating cost of the pipe gallery and lighten the financial burden of the government.
