半城市化地区规划实施的困境与路径——基于深圳土地整备制度的政策分析

【摘要】:保障公共基础设施用地是半城市化地区规划实施的重要内容,而利益分配规则的设计则是规划实施成功与否的关键。文章以深圳为例,通过总结农村集体土地的空间特征与规划实施效果,对半城市化地区规划实施效果欠佳的原因进行分析,提出清晰的土地产权、明确的利益分配规则、合理的成本分担和补偿激励机制是加强半城市化地区规划实施的关键。此外,文章还结合深圳市土地整备的政策实践,围绕地籍重划、留用地安排、规划条件确定、公共基础设施用地分摊和激励等政策要点对半城市化地区规划实施的政策设计进行讨论。
[Abstract]:Ensuring the land use of public infrastructure is an important part of the planning and implementation of semi-urbanized areas, and the design of benefit distribution rules is the key to the success of planning and implementation. Taking Shenzhen as an example, by summing up the spatial characteristics and planning implementation effect of rural collective land, this paper analyzes the reasons for the poor planning implementation in semi-urbanized areas, and puts forward that clear land property rights, clear benefit distribution rules, reasonable cost sharing and compensation incentive mechanism are the key to strengthen the planning and implementation of semi-urbanized areas. In addition, based on the policy practice of land preparation in Shenzhen, this paper also discusses the policy design of semi-urbanized area planning and implementation around the policy points of cadastral rezoning, reserved land arrangement, planning conditions, allocation and incentive of public infrastructure land.
