城市水利用治理:可持续管理和适度运营

  简言之,效率评估可以帮助改善企业的绩效,城市供水企业(urban water utility,UWU)的监管机构可以利用多元化管理战略来监控其运营活动,以便改善评估期UWU的绩效。通常来说,监管机构使用关键绩效指标(Key performance indicator,KPI)监控UWU的运营活动,并使用实证方法来评估其绩效,但这些实证方法并不能带来UWU的效率改善和管理特色。另外,监管机构往往运用KPIs和服务水平来评测UWU并预测其绩效目标,这些绩效分析通常涉及到标准竞争(Yardstick competition,YC)制度下对UWU进行基准测试,并根据阳光监管法提供排名结果。然而,由于具有较高的无收益水(Non-revenue water,NRW),仍然有许多 UWU 表现不佳,供水服务在大多数情况下不可持续。例如,大多数监管机构分配给无收益水(NRW)具有较高权重,因此NRW的减少将增加系统水量供应,并明显增加服务人口的数量。但在UWU中,NRW的水平往往高于最大百分比的推荐标准(发达国家和发展中国家的NRW分别为15%和20%)。本研究探讨了 UWU的绩效不佳问题,这涉及到监...
