对凉州区城乡居民养老保险政策实施的研究

【摘要】：城乡居民养老保险政策的实施是解决我国城乡居民老有所养问题,破解城乡二元结构,促进城乡一体化发展,改善现有部分家庭关系,实现社会全面发展和全面实现小康的一项重大战略措施。但在城乡基本养老保险制度的实施过程中,因地区差异、经济发展差异、收入差异、政策衔接等问题,制约着养老保险政策的有效落实和运行的有序开展。本文采取文献资料整理、分析借鉴、调查实证、走访考察等方法,研究了武威市凉州区区域发展不平衡的表现特征,分析了这些特征对城乡居民养老保险政策实施的影响,提出了改进建议。本文主要结论:1.凉州区城乡居民养老保险政策落实中,受到了城镇化发展水平、支柱产业发展、农民收入、农户家庭状况、家庭老龄人口数量等方面的影响,产生了农民收入偏低导致参保物质基础弱、老龄化比重增大加剧养老金负担、户籍制度制约养老保险发展、政府财力有限使基础养老金偏低、配套政策的激励作用不明显、缴费档次和补贴档次设置过少及各种养老保险关系转移接续困难等问题。2.为了进一步完善和发展凉州区城乡居民养老保险工作,建议加大地方财政补贴力度,提高基础养老金,增强政策激励机制,做到养老有保障;打破城乡二元结构,取消养老保险的户籍限制,允许农民进入其它养老保险体系;建立健全工作责任体系,加大宣传力度,采取灵活方式,鼓励集体经济提供缴费资助,做好养老保险工作;政府积极落实工作人员、经费、办公场地设施,提供有力养老保险工作保障;建立起多部门合作、信息化管理、制度化约束的稽核管理,防止出现保险金冒领、重领、错领等问题;建立和完善全国统一的养老保险转移接续查重信息系统,方便参保人员的转移接续等工作。
[Abstract]:The implementation of urban and rural residents pension insurance policy is to solve the security problems of urban and rural residents in China, break the two structure in urban and rural areas, promote the integration of urban and rural development, improve family relations, realize the overall social development and all-round well-off society is a major strategic measures. But in the implementation of the basic old-age insurance system in urban and rural areas, due to regional differences, economic development differences, income differences, policy convergence and other issues, it restricts the effective implementation and operation of the pension insurance policy. Based on literature review, analysis and reference, investigation and demonstration, and visiting methods, this paper studies the characteristics of unbalanced development in Liangzhou District of Wuwei, analyzes the influence of these characteristics on the implementation of endowment insurance policy for urban and rural residents, and puts forward some suggestions for improvement. The main conclusions of this paper: 1. Liangzhou District of urban and rural pension insurance policy implementation, influenced by the urbanization development level, the development of pillar industries, the income of farmers, farmers' family status, family aged population, contributed to the continuing problem of transfer incentive material foundation is weak, the aging of the insured to increase the proportion of increasing pension the burden of household registration system, restriction of endowment insurance development, the government limited financial resources to the basic pension is low, policy is not obvious, pay grade and subsidies grade set less and all kinds of endowment insurance of farmers' income is low. 2. in order to further improve the development of urban and rural residents in Liangzhou District pension insurance work, proposed to increase local financial subsidies, improve the basic old-age pension, strengthen policy incentive mechanism, do old-age security; break the two structure in urban and rural areas, pension insurance canceled the household registration restrictions, allowing farmers to enter the other pension insurance system; establish and improve the responsibility system, increase the propaganda, to adopt a flexible way, encourage collective economy provide payment of subsidies, the endowment insurance work; the government to actively implement the work personnel, funds and office facilities, to provide a strong endowment insurance guarantee; establish audit management of multi department cooperation, information management, institutional constraints, to prevent the problems of insurance claim, lead wrong, leading the establishment and improvement of national unity; the transfer of old age pension check information system, convenient insured transfer etc. Work.
