商业保险服务养老保障体系研究

【摘要】：随着我国老龄社会的到来和经济的不断增长,养老问题已经成为重要的民生问题。逐步建立并完善我国的社会养老体系,提高养老保障水平,对维护社会稳定和促进经济稳定发展具有重要意义。商业养老保险作为我国社会养老保障体系的重要补充,其发展对养老保障体系的构建具有重要作用。商业养老保险独特的保障水平高、产品形式多样、缴费灵活和较高的投资收益,能够对城镇居民多样化和多层次的养老保障需求予以满足。因此,研究如何加快发展商业养老保险,促进商业养老保险在我国养老保障体系建设中发挥作用具有重要意义。本文第一章主要介绍论文研究的背景和意义,国内外文献综述,研究重点和难点,研究方法,主要创新等。第二章立足养老三支柱理论,回顾和介绍了我国养老保障制度的形成过程与发展现状,并对养老保障制度存在的问题进行了分析研究。第三章分析了商业保险支持社会养老保险的必要性和可行性。第四章介绍了国内外商业保险参与基本养老的实践,分析了相关实践成果和积累的经验。第五章分析了商业保险服务养老保障体系的实现路径,就商业保险在社会基本养老、企业补充养老、个人补充养老中如何发挥作用进行了探究。第六章就推动商业保险更好参与养老保障体系建设,提出了相关的政策建议。文章尝试从多学科的视角,审视当前社会保障制度,研究商业保险参与社会养老保障体系建设、实现养老三支柱协同发展。以养老保障基本理论为基础,采用文献分析与比较分析、规范研究与应用研究、定量分析与定性分析相结合的方法,分析当前我国社会养老保障体系的现状和问题及发展的制约因素,研究如何构建商业保险对社会养老保险的支持机制,通过对商业保险功能、优势分析,提出构建商业保险对社会养老保险制度支持机制的方案,针对当前养老形势和商业保险特点,提出有针对性的政策建议。
[Abstract]:With the continuous growth of China's economy and the advent of the aging society, the pension problem has become an important problem of people's livelihood. Gradually establish and improve China's social pension system, improve the level of old-age security, is of great significance to maintain social stability and promote the stable development of economy. The commercial endowment insurance as an important supplement of China's social security system the construction and development of the old-age security system plays an important role. The level of protection of commercial endowment insurance unique high, product variety, flexible and high paying investment income, to meet the urban residents diversified and multi-level pension demand. Therefore, research on how to accelerate the development of commercial pension insurance, promote the commercial endowment insurance play a role in the old-age security system construction in China has important significance. The first chapter mainly introduces the research background and significance, The domestic and international literature review, research focus and difficult research methods, the main innovation. The second chapter based on the theory of three pillar pension, introduces and reviews the formation of the status quo and development of China's pension system, pension system and the existing problems were analyzed. The third chapter analyzes the necessity and feasibility of social pension support insurance commercial insurance. The fourth chapter introduces the practice at home and abroad to participate in the basic old-age insurance business, analyzes the achievements and experience. The fifth chapter analyzes the realization path of commercial insurance service pension system, commercial insurance in the social basic old-age pension, enterprise supplementary pension, how to play the role of individual complement explore the pension. In the sixth chapter on the promotion of commercial insurance better participate in old-age security system construction, puts forward relevant policy suggestions. This paper attempts from a multidisciplinary perspective, To examine the current social security system, the study of commercial insurance to participate in the construction of social security system, realize the coordinated development of three pillar pension. The basic old-age security theory, using literature analysis and comparative analysis, normative research and application research, quantitative analysis and qualitative analysis combining the restricting factors and development of the current situation and problem analysis China's social security system, research on how to build the support mechanism of commercial insurance to social endowment insurance, the advantage of commercial insurance function analysis, proposed the construction of commercial insurance of social endowment insurance system support scheme, according to the current situation and characteristics of commercial pension insurance, put forward some suggestions.
