法国低收入人群医疗保障制度及经验启示

【摘要】：法国医疗保险制度自创立时就呈现多样化碎片式特点,但法国通过在基本医疗保险制度中内嵌医疗救助机制,并建立了基于收入审查的医疗普惠和补充医疗救助津贴制度,保障低收入人群能够获得平权一致的保障水平。借鉴法国经验,我国医疗保障制度发展中应避免泛化倾向,将有限公共资源倾斜低收入和健康支出型贫困家庭,并逐步整合救助管理资源和经济资源,整体规划与综合构建低收入人群医疗保障计划。
[Abstract]:The French medical insurance system has been diversified and fragmented since it was founded, but France has embedded medical assistance mechanism in the basic medical insurance system. And established the system of medical inclusion and supplementary medical assistance allowance based on income review to ensure that low-income people can obtain equal rights and consistent level of protection. Learn from the experience of France. In the development of our medical security system, we should avoid the tendency of generalization, tilt the limited public resources to the poor families with low income and health expenditure, and gradually integrate the relief management resources and economic resources. Overall planning and comprehensive construction of low-income people's medical security plan.
