上海市农民工医疗保险模式研究

【摘要】：随着我国工业化、城市化进程的加快,出现了一个新的群体即农民工。他们脱离土地,为流入地的经济发展和社会进步做出了非常大的贡献。但是农民工生活在城市的边缘,他们作为公民,由于城乡分割与户籍制度的限制,无法享受到与城市居民一样的社会保障待遇。农民工无论是在就业方面还是生活方面都面临着较大的风险,因此社会各界开始关注农民工问题,政府也逐渐将农民工问题纳入到其工作重点中来。在整个社会保障体系之中,对于农民工来讲,由于其工作性质的特殊性,工伤保险是农民工最迫切需要的社会保险,其次就是医疗保险。农民工的工作具有流动性的特点,再加上其工作条件差、收入低,使得农民工游离于市民与农民之间,很难将其直接纳入任何一种现有的医疗保险模式之中。农民工作为社会弱势群体,分散于全国各主要经济发达地区,数量庞大,解决农民工医疗保险问题任务艰巨,不能操之过急。上海市是我国经济最发达的城市,在农民工医疗保险方面也做出了最早的探索与创新,目前已经完成了综保转城保的改革,改革前的综合保险模式以及改革后的城保模式实施效果如何,存在哪些问题,对我国的农民工医疗保险模式的完善有着借鉴和指导意义。本文共分为五章：第一章为导论部分。主要介绍了本文选题的背景和意义、研究方法和研究思路、国内外相关文献综述以及本文可能存在的创新点和不足。第二章是上海市农民工医疗保险模式研究的理论分析。这一章描述了农民工、农民工医疗保险模式等相关的概念,并且介绍了与本文相关的理论,同时对于现行的五种农民工医疗保险模式进行了简单的比较分析。第三章是上海市农民工医疗保险改革前综合保险模式的概况与介绍。本章分别介绍了上海市的综合保险的概况、优越性以及存在的问题。第四章是上海市农民工医疗保险改革后的城保模式及其实证分析。本章首先介绍了改革后农民工医疗保险的概况,然后通过整理分析上海市930名农民工的调查问卷,了解了他们的工作、身体状况、医疗保险需求等情况,并对调查结果进行了分析,找出了上海市农民工医疗保险模式存在的问题。第五章是上海市农民工医疗保险模式的完善建议。通过研究上海市农民工医疗保险模式,本文提出了完善上海市农民工医疗保险模式的建议。
[Abstract]:Along with our country industrialization, the urbanization process speeds up, appeared a new group, namely the peasant worker, they leave the land. But migrant workers live on the edge of the city, as citizens, because of the urban-rural separation and the restrictions of the household registration system. Migrant workers are faced with greater risks in employment and life, so the community began to pay attention to the problem of migrant workers. In the whole social security system, for migrant workers, because of the particularity of the nature of their work. Industrial injury insurance is the most urgent social insurance for migrant workers, followed by medical insurance. The work of migrant workers has the characteristics of mobility, plus their poor working conditions, low income. It is difficult to bring them directly into any existing medical insurance model. As a social vulnerable group, migrant workers are scattered in the main economically developed areas of the country. Shanghai is the most developed city in our country and has made the earliest exploration and innovation in the medical insurance of migrant workers. At present, we have completed the reform of the transformation of the Comprehensive Social Security Insurance to the City Insurance, and the implementation of the comprehensive insurance model before the reform and the implementation of the city insurance model after the reform, and what are the problems. This paper is divided into five chapters: The first chapter is the introduction part. It mainly introduces the background and significance of this paper, research methods and research ideas, domestic and foreign literature review, as well as the possible innovations and shortcomings of this paper. The second chapter is the theoretical analysis of the medical insurance model of migrant workers in Shanghai. This chapter describes the migrant workers, migrant workers medical insurance model and other related concepts, and introduces the relevant theories. At the same time, five kinds of migrant workers medical insurance mode are compared and analyzed. The third chapter is the general situation and introduction of the comprehensive insurance model before the reform of the medical insurance for migrant workers in Shanghai, which respectively introduces the general situation, superiority and existing problems of the comprehensive insurance in Shanghai. Chapter 4th is the city insurance model and its empirical analysis after the reform of migrant workers' medical insurance in Shanghai. This chapter firstly introduces the general situation of medical insurance of migrant workers after the reform. Then through the analysis of 930 migrant workers in Shanghai survey questionnaire to understand their work, physical condition, medical insurance needs and so on, and analyzed the results of the survey. Found out the Shanghai migrant workers medical insurance model problems. Chapter 5th is the suggestion to perfect the medical insurance model of migrant workers in Shanghai. By studying the medical insurance model of migrant workers in Shanghai, this paper puts forward some suggestions to perfect the medical insurance model of migrant workers in Shanghai.
