强化失业保险制度的就业功能研究

【摘要】：随着时代的不断发展,失业成为了一个全球性的难题,高失业率给各国的经济与社会安定都带来了巨大挑战。为了更好的稳定就业各国学者把目光都聚集在了失业保险这项特殊的保险制度上,失业保险制度有两大功能：一是保障失业者的基本生活,二是预防失业、促进就业的就业功能,而失业保险的就业功能发挥不足是当前失业保险制度的一大弊病。因此现阶段的失业保险制度,从之前的积极主张保障失业人员的基本生活转为强调利用失业保险来预防失业和促进就业。发达国家都纷纷对失业保险制度做出了不同程度的调整,出台了一系列政策、法规希望以此来改善国内的就业现状。我国从第一个失业保险法规确立到现在,失业保险制度也进行了一系列的改革和发展。早期我国的失业保险制度只为保障一部分国营企业下岗工人的基本生活,中期则进一步扩大了失业保险范围,将更多的失业人群加入到了失业保险中来,但一直以来都是偏向保障失业人员的生存。现阶段我国也将重心放在了探索如何能将失业保险的就业功能发挥最大化上。如何加大我国失业保险在促进就业和预防失业方面的力度和措施,把目前被动的失业保险政策转为主动、积极的带动就业,通过合理运用失业保险制度充分发挥其在就业领域的巨大作用来改善我国严峻的就业形势,为经济稳步发展做出应有的贡献是研究的最终目的。本文主体内容有五个部分,重点放在第三、四、五部分。第一部分主要介绍选题背景、意义以及国内外研究综述和研究思路与方法。第二章阐述我国失业保险制度建立及其发展历程,重点放在我国失业保险制度功能的演变上。第三部分主要对我国失业保险制度就业功能进行评析,分析了我国失业保险制度的现状和我国失业保险制度的就业功能及其测度,以及制约我国失业保险就业功能发挥的主要问题,其中对失业保险就业功能测度研究是本文的创新点。第四部分介绍了国外失业保险就业功能政策的主要措施及特点和不足引发对我国失业保险制度的思考。第五部分在依据前几个部分分析的我国失业保险就业功能不足的基础上,提出相关的强化失业保险制度就业功能的对策。文章主要运用理论分析、数据分析、对比分析等方法进行较为全面、深入地分析,希望能够对我国的失业保险制度的进一步完善提出一些行之有效的建议,真正将失业保险的预防失业和促进就业功能与我国的就业、社会和谐稳定、经济发展衔接起来。
[Abstract]:With the development of the times, unemployment has become a global problem. The high unemployment rate has brought great challenges to the economic and social stability of all countries. In order to better stabilize employment, scholars of all countries have focused their attention on unemployment insurance, a special insurance system. Unemployment insurance system has two functions: one is to protect the basic life of the unemployed, the other is to prevent unemployment and promote employment. However, the employment function of unemployment insurance is insufficient, which is a major drawback of the current unemployment insurance system. Therefore, the unemployment insurance system at the present stage. From the previous positive claims to protect the basic life of unemployed people to emphasize the use of unemployment insurance to prevent unemployment and promote employment. Developed countries have made varying degrees of adjustment to the unemployment insurance system. A series of policies have been introduced to improve the employment situation in the country. Our country from the first unemployment insurance laws and regulations have been established to the present. Unemployment insurance system also carried out a series of reform and development. In early China, unemployment insurance system was only to protect the basic life of some state enterprises laid-off workers, and further expanded the scope of unemployment insurance in the medium term. Add more unemployed people to unemployment insurance. At the present stage, our country also focuses on exploring how to maximize the employment function of unemployment insurance, and how to increase the unemployment insurance in promoting employment and in advance. Efforts and measures to prevent unemployment. The current passive unemployment insurance policy to active, actively promote employment, through the rational use of unemployment insurance system in the employment field to give full play to its enormous role in order to improve the grim employment situation in China. To make due contribution to the steady development of economy is the ultimate goal of the research. The main content of this paper has five parts, focusing on the third, fourth, five parts. The first part mainly introduces the background of the topic. The second chapter describes the establishment and development of unemployment insurance system in China. The third part mainly analyzes the employment function of unemployment insurance system in China. This paper analyzes the present situation of the unemployment insurance system in China, the employment function of the unemployment insurance system in China and its measurement, as well as the main problems restricting the employment function of the unemployment insurance in China. Among them, the research on the measurement of the employment function of unemployment insurance is the innovation of this paper. Part 4th introduces the main measures, characteristics and deficiencies of the employment function policy of unemployment insurance in foreign countries. 5th. Part based on the previous part of the analysis of unemployment insurance in China on the basis of inadequate employment function. The article mainly uses the theory analysis, the data analysis, the contrast analysis and so on the method carries on the relatively comprehensive, thorough analysis. Hope to further improve the unemployment insurance system in China to put forward some effective suggestions, truly the prevention of unemployment insurance and promote employment function and employment in China, social harmony and stability. Economic development is linked up.
