山西省农业保险可持续发展研究

【摘要】：农业保险的发展对我国农民、农业经济和国民经济的发展具有巨大的影响。农业保险在抵御农业经济风险、转嫁农业经济危机、保证农业发展、保障农民收入、促进农村经济活跃、维护农村社会稳定等方面起到了积极的作用。但是,我国的农业保险因为农民收入较少、财政和政策支持缺乏、法律法规的不完善、相关部门的管理不重视和农业保险限制条件过多等因素,致使我国农业保险出现了认可度不高、普及度不够、收效不明显等问题。作为我国中部的农业重要省份,山西省的自然条件较为恶劣,水土流失问题严重。土壤贫瘠、气候干旱,这些恶劣的自然条件为农业和农村经济发展带来了巨大的经济损失。上述这些问题,表明了农业是一种弱质产业,面临着两种风险：自然风险和市场风险,农业保险作为现代农业中的一项重要补偿机制,在当今高速发展的社会经济中显得尤为重要。保证山西农业保险的可持续发展,应积极研究国外农业保险发展经验和措施,并总结出国家开展农业保险的经验是政府适当的干预和支持、完善相关的法律法规、对保险经营者提供补贴和再保险等,出台相关的政策措施来保证山西省农业保险的可持续发展。本文通过对山西农业保险的研究,结合山西农业发展的实际情况,将国外经验和我国的国情结合起来,认为目前山西省发展农业保险要从加快农业保险立法、加强政府的政策制度的干预和财政资金的投入、建立专业的农业保险股份制公司、建立固定针对农业保险的补偿基金库、合理建立扩展农业保险试点地区,丰富农业保险的产品,提高农业保险从险人员的专业素质和销售水平,大力宣传和推广农业保险,对农民进行农业保险专业知识的普及与推广等方面入手。
[Abstract]:The development of agricultural insurance has a great impact on the development of farmers, agricultural economy and national economy. Agricultural insurance can resist the risks of agricultural economy, pass on the agricultural economic crisis, ensure the development of agriculture and ensure the income of farmers. Promoting the active rural economy and maintaining social stability in rural areas have played a positive role. However, the agricultural insurance of our country because of the less income of farmers, the lack of financial and policy support, the imperfect laws and regulations. The management of the relevant departments do not attach importance to the agricultural insurance and too many restrictions such as conditions, resulting in the emergence of our agricultural insurance recognition is not high, the degree of popularization is not enough. As an important agricultural province in the central part of our country, the natural condition of Shanxi Province is relatively bad, the soil erosion problem is serious, the soil is poor and the climate is dry. These bad natural conditions have brought huge economic losses to agriculture and rural economic development. These problems show that agriculture is a weak industry, facing two kinds of risks: natural risk and market risk. Agricultural insurance, as an important compensation mechanism in modern agriculture, is particularly important in the high speed development of social economy and ensures the sustainable development of Shanxi agricultural insurance. We should actively study the development experience and measures of foreign agricultural insurance and conclude that the experience of national agricultural insurance is the appropriate intervention and support of the government to improve the relevant laws and regulations. To provide subsidies and reinsurance to insurance operators, relevant policies and measures are issued to ensure the sustainable development of agricultural insurance in Shanxi Province. Combining with the actual situation of Shanxi's agricultural development, combining the experience of foreign countries with the national conditions of our country, it is considered that the current development of agricultural insurance in Shanxi Province should be carried out by speeding up the legislation of agricultural insurance. We will strengthen government policy and system intervention and financial investment, establish specialized agricultural insurance joint-stock companies, establish a fixed pool of compensation funds for agricultural insurance, and rationally establish pilot areas for the expansion of agricultural insurance. Enriching the products of agricultural insurance, improving the professional quality and sales level of agricultural insurance personnel, vigorously propagating and popularizing agricultural insurance, popularizing and popularizing the specialized knowledge of agricultural insurance among farmers, etc.
