【摘要】：现阶段,我国全部人口中有超过一半都是农村人口,受各种因素影响,一直以来,我国农村养老保险始终没有实现全覆盖,很多农民都没有享受到应有保障。作为我国最早一批开展新农保试点工作的地区,内蒙古巴彦淖尔市社会经济发展却十分缓慢。尽管巴彦淖尔市农村养老保险发展时间较长,但实践过程中还存在很多不足之处,影响当地社会和谐稳定。本文结合内蒙古巴彦淖尔市农村养老保险发展情况,探究我国农村养老保险制度建设现状,分析其中存在的问题及其原因所在,借鉴国外农村养老保险发展成功经验,获得一定启发。在此基础上,本研究立足于巴彦淖尔市当地实际,提出具体建议措施,推动其农村养老保险制度完善发展,努力实现构建和谐社会目标,增强广大农民幸福感,促进社会主义物质文明、精神文明协调可持续发展。这对于我国当前农村养老保险制度建设,实现农保全覆盖具有十分重要的指导意义。本文由以下七个部分组成：一是绪论,全面介绍国内外农村养老保险研究情况,以及本研究的主要内容、研究方法、研究背景、研究意义。二是农村养老保险基本理论阐述,包括社会保险、社会保障和农村养老保险三种理论概念,为本研究开展做好理论准备。三是介绍当前内蒙古巴彦淖尔市农村养老保险发展情况,探究其发展演变过程,比较分析传统农村养老保险制度和现行农村养老保险制度。四是分析内蒙古巴彦淖尔市农村养老保险制度建设过程中存在的问题及其原因,其问题表现为：缺乏资金保障,融资手段单一；保险覆盖范围狭小；没有形成稳定制度体系,保障供给缺乏持续性；保险基金升值空问小,存在很大运营风险；法律保障机制不健全。而其原因归结为以下几点：①城乡二元经济结构影响；②人口老龄化；③传统思想观念束缚；④养老保障资金短缺；⑤经济条件落后；⑥政府没有很好履行职能。五是介绍当前国外农村养老保险制度建设成功经验,主要是德国、日本、瑞典三个国家的农村养老保险制度,并获得一些启发：①养老保险制度建设要符合社会经济发展水平；②法律保障是养老保险实施的基础；③形成科学完善的养老保险制度体系,满足人们不同层次需求。六是提出具体建议措施,改革完善内蒙古巴彦淖尔市农村养老保险制度,包括：①打破城乡二元经济结构,促进城镇化发展；②完善家庭养老保险制度,更好应对人口老龄化趋势；③积极宣传普及,让广大农民了解农村养老保险；④政府要加大财政支持力度,科学有效管理保险基金；⑤鼓励乡镇企业发展,为农村养老保险提供良好经济基础；⑥促进政府职能转变优化,提高政府公共服务水平,更好推行农村养老保险制度。七是对全文内容进行总结概括。
[Abstract]:At this stage, more than half of the total population in China is rural population, affected by various factors, China's rural old-age insurance has never achieved full coverage. Many farmers do not enjoy due protection. As the first batch of new rural insurance pilot work in China. Although the development of rural old-age insurance in Bayannur City of Inner Mongolia is very slow, there are still many deficiencies in the process of practice. This paper, combined with the development of rural old-age insurance in Bayan Nur City, Inner Mongolia, explores the current situation of rural old-age insurance system construction in China, and analyzes the existing problems and reasons. Draw lessons from the successful experience of the development of rural old-age insurance in foreign countries, get some inspiration. On this basis, this study based on the local reality of Bayan Nur City, put forward specific suggestions. Promote its rural old-age insurance system to improve the development, strive to achieve the goal of building a harmonious society, enhance the well-being of the majority of farmers, promote socialist material civilization. The coordinated and sustainable development of spiritual civilization is of great significance to the construction of rural old-age insurance system and the realization of agricultural preservation coverage. This paper is composed of the following seven parts: first, the introduction, a comprehensive introduction to the domestic and foreign rural endowment insurance research, as well as the main content of this study, research methods, research background. Second, the basic theory of rural old-age insurance, including social insurance, social security and rural old-age insurance three theoretical concepts. The third is to introduce the current development of rural endowment insurance in Bayan Nur, Inner Mongolia, and explore its evolution process. Compare and analyze the traditional rural old-age insurance system and the current rural old-age insurance system. Fourth, analyze the problems and reasons in the construction of rural old-age insurance system in Bayan Nur City, Inner Mongolia. Its problems are as follows: lack of fund guarantee and single financing means; Narrow coverage; There is no stable system, and the supply is short of sustainability; Insurance fund appreciation is small, there is a lot of operational risk; The legal protection mechanism is not perfect, and the reasons are as follows: 1. The influence of urban-rural dual economic structure; (2) population aging; (3) the bondage of traditional ideas; (4) shortage of pension funds; (5) backward economic conditions; The fifth is to introduce the successful experience of the construction of the rural old-age insurance system in foreign countries, mainly the rural old-age insurance system of Germany, Japan and Sweden. And get some inspiration: 1 pension insurance system construction should conform to the level of social and economic development; (2) legal protection is the basis for the implementation of old-age insurance; Third, form a scientific and perfect pension insurance system to meet the needs of people at different levels. Sixth, put forward specific measures to reform and improve the rural endowment insurance system in Bayannur, Inner Mongolia. Including: 1 to break the urban-rural dual economic structure and promote the development of urbanization; (2) perfecting the family old-age insurance system to better cope with the aging trend of the population; (3) actively propagating and popularizing rural old-age insurance; (4) the government should increase the financial support and manage the insurance fund scientifically and effectively; (5) encouraging the development of township enterprises and providing a sound economic base for rural old-age insurance; (6) to promote the transformation and optimization of government functions, to improve the level of government public service, and to better carry out the rural old-age insurance system.
