中国养老金基金与资本市场互动研究

【摘要】：养老金基金是社会保障制度可持续发展的重要经济基础。伴随着人口老龄化进程的加快,社会保障财政负担的日益加重,养老金基金进入资本市场实行保值增值的要求也越来越高。同时,资本市场的进一步完善也需要养老金基金的参与,两者的互动是一个互惠的过程,只有更全面健康的资本市场存在才能保证基金的保值增值顺利进行。然而,我国养老金基金存在筹资渠道不畅、投资运营效果不佳、投资运营风险防范不力、保值增值不理想、监管措施无力等问题；而资本市场中同样存在金融工具不够多样、机构投资者队伍不够成熟、投资理念不健康、上市公司内部结构不合理等问题。这些问题严重地影响了养老金基金的保值增值,使养老金基金的支付增长速度远高于收入的增长速度,影响到国民经济的发展。因此对养老金基金与资本市场的良性互动研究具有重要的理论意义和实践意义。 本文共分为六个部分。第一部分主要阐述本文的研究背景、意义及方法。第二部分主要对养老金基金和资本市场的各自相关涵义进行回顾。第三部分进一步提出两者的互动关系,为探讨养老金基金与资本市场具体互动提供研究理论基础。第四部分对国外养老金与资本市场之间的互动关系进行研究,并总结养老金基金与资本市场互动的国际经验。第五部分深入我国养老金基金与资本市场的实际情况,提出我国养老金基金与资本市场互动中仍存在的种种问题。最后第六部分则在以上研究的基础上,结合国外养老金基金与资本市场互动中运营与监管的实践,探讨出适合我国养老金基金与资本市场互动的方式、环境等方面的改善启示。
[Abstract]:Pension fund is an important economic foundation for the sustainable development of social security system. With the acceleration of population aging process, the financial burden of social security is increasing day by day. At the same time, the further improvement of the capital market also needs the participation of pension funds, the interaction between the two is a mutually beneficial process. Only the existence of a more comprehensive and healthy capital market can ensure the maintenance and appreciation of the fund smoothly. However, the pension fund in our country has poor funding channels, poor investment and operational effects, and inadequate prevention of investment and operation risks. The maintenance and increment of value is not ideal, supervision measures are weak, and so on; But the capital market also exists the financial instrument is not diverse, the institutional investor troop is not mature, the investment idea is not healthy. The internal structure of listed companies is unreasonable. These problems have seriously affected the maintenance and appreciation of pension funds, so that the increase rate of pension funds payment is far higher than the growth rate of income. Therefore, it is of great theoretical and practical significance to study the benign interaction between pension fund and capital market. This paper is divided into six parts. The first part mainly describes the research background of this paper. The second part reviews the respective meanings of pension fund and capital market. The third part further puts forward the interaction between the two. In order to explore the specific interaction between pension funds and the capital market to provide a theoretical basis. 4th part of the study of foreign pension and capital market interaction between the relationship. And summarizes the international experience of the interaction between pension fund and capital market. 5th part goes deep into the actual situation of pension fund and capital market in our country. The last 6th part is based on the above research, combined with the practice of operation and supervision in the interaction between foreign pension funds and capital markets. This paper probes into the ways of interaction between pension fund and capital market and the improvement of environment.
