我国短期出口信用保险市场化问题研究

【摘要】:出口信用保险作为一项金融政策,对各国出口贸易的发展起到很大的促进作用。我国对出口信用保险的发展始于1988年,相对于出口信用保险一百多年的发展历程,我国发展历史短,且发展程度较低。从2001年到2013年之前,我国出口信用保险一直由中国出口信用保险公司(下称中国信保)独家垄断经营,存有浓烈的政策性色彩。一方面,在对短期出口信用保险实行政策性经营的10余年中,其弊端逐渐显现,一定程度上阻碍了发展。另一方面,从诸多短期出口信用保险市场化经营的国外经验中,市场化经营的优势越来越明显。2013年初该垄断局面被打破,但鉴于我国仍处于短期险市场化的初期,对我国短期出口信用保险市场化进行研究仍然具有必要性。本文包括五个部分。 第一部分是导论,主要阐述了本文的研究背景及研究意义,详述了国内外有关文献综述,在此基础上概述了本文的研究方法和内容,最后陈列了本文的创新和不足之处。 第二部分主要分析了短期出口信用保险的产品特质,对其市场化运营进行了理论分析,,以可市场化的保险业务特点为突破口,突出短期出口信用保险与该要求的吻合性,从而得出短期险市场化的可行性;接着借助分析短期险市场化的优势来突出市场化的必要性。 第三部分讲的是我国短期出口信用保险市场化运营的现状。该部分通过回顾我国出口信用保险的经营历史,突出表现了我国如今短期出口信用保险的经营现状,从进步中同样看到市场化中遇到的新旧问题,并引出第四部分对国外经验的借鉴。 第四部分承接第三部分,分析了国外短期出口信用保险市场化运营的历史经验。该部分主要选取短期出口信用保险市场化过程中具备代表性的国家进行研究,分别是英国、法国和日本,从中找出他们的市场化进程中的特点,并得出值得我国借鉴的经验与启示。 第五部分在前几部分的基础之上,立足我国国情,对我国短期出口信用保险市场化的前景做出了一些步骤设计及政策建议,对市场化进程中和市场化后的政府及各市场主体进行了定位。
[Abstract]:As a financial policy, export credit insurance plays a great role in promoting the development of export trade in various countries. The development of export credit insurance in China began in 1988. Compared with the development of export credit insurance for more than 100 years, China has a short history of development, and the degree of development is relatively low, from 2001 to 2013. China's export credit insurance has always been monopolized by China Export Credit Insurance Company (hereinafter referred to as China Credit Insurance), which has a strong policy color on the one hand. In the more than 10 years of carrying out the policy management to the short-term export credit insurance, its malpractice gradually appeared, which hindered the development to a certain extent on the other hand. From many foreign experiences of market-oriented management of short-term export credit insurance, the advantages of market-oriented management are becoming more and more obvious. The monopoly situation was broken at the beginning of 2013, but in view of the fact that China is still in the early stage of marketization of short-term insurance. It is still necessary to study the marketization of short-term export credit insurance in China. The first part is the introduction, mainly elaborated the research background and significance of this article, detailed the domestic and foreign literature review, on the basis of which summarized the research methods and contents of this paper. Finally, the innovation and deficiency of this paper are displayed. The second part mainly analyzes the product characteristics of short-term export credit insurance, and makes a theoretical analysis of its market-oriented operation, taking marketable insurance business characteristics as the breakthrough. Emphasizing the consistency between short-term export credit insurance and this requirement, thus the feasibility of marketization of short-term insurance is obtained. Then by analyzing the advantages of short-term insurance marketization to highlight the necessity of marketization. The third part is about the current situation of market-oriented operation of short-term export credit insurance in China. This part reviews the operating history of export credit insurance in China. This paper highlights the present situation of short-term export credit insurance in China, sees the old and new problems encountered in the marketization from the progress, and draws out 4th parts of the experience of foreign countries. Part 4th carries on the third part, analyzes the foreign short-term export credit insurance marketization operation historical experience, this part mainly selects the short-term export credit insurance marketization process has the representative country to carry on the research. Britain, France and Japan, respectively, find out the characteristics of their market-oriented process, and draw lessons for our country. On the basis of the first few parts, the 5th part, based on the situation of our country, makes some step design and policy recommendations on the prospect of marketization of short-term export credit insurance in China.
