构建中国特色巨灾指数:思路与条件

【摘要】：作为国际金融保险深化和风险管理制度创新的一项重要成果,巨灾指数在巨灾风险管理领域发挥着有别于传统巨灾风险管理的重要功能与作用。本文立足中国当前的巨灾风险管理现实情况,从明确巨灾指数的概念界定出发,通过分析国际巨灾指数的理论基础和实践功能,探索中国巨灾指数缺失的主要原因。本文的研究结论是,中国虽然当前缺乏巨灾指数,但是具有构建巨灾指数的现实基础,通过一定的思路和政策条件保障,在当前的形势下能够构建出具有中国特色的巨灾指数。
[Abstract]:As an important achievement of international financial insurance deepening and risk management system innovation, Catastrophe index plays an important role in the field of catastrophe risk management, which is different from traditional catastrophe risk management. Based on the current situation of catastrophe risk management in China, this paper starts from defining the concept of catastrophe index. By analyzing the theoretical basis and practical function of the international catastrophe index, this paper explores the main reasons for the loss of the catastrophe index in China. The conclusion of this paper is that although China lacks the catastrophe index at present, it has the realistic foundation to construct the catastrophe index. The catastrophe index with Chinese characteristics can be constructed under the current situation through certain thinking and policy conditions.
