养老保险对土地转出的影响及其群体差异

【摘要】：长期以来,土地养老是我国农民主要的养老保障方式之一,但农民对土地的依赖也严重阻碍了农村土地流转的发展进程。近年来,农村养老保险逐渐推广、土地流转加速发展。在这样的时代背景下,进一步厘清养老保险对土地流转的影响机制及其在不同年龄群体间的差异性,有助于将二者有机结合、加强制度设计的针对性,对于促进农业规模化、现代化发展,完善我国农村养老保险制度意义重大。本文首先结合农户行为、劳动供给等理论,定性分析了养老保险对土地转出的影响机理。然后,以“是否参保”和“参保率”衡量农户的养老保险参保行为,以“是否转出”和“转出率”表征农户的土地流转行为,基于全国大样本调查数据——CFPS数据,综合运用Probit模型和Tobit模型实证检验养老保险对土地转出的影响,并对比分析了其对不同年龄群体影响效果的差异性。另外,还从数据和方法两个方面检验了结论的稳健性。研究结论表明:(1)整体上,在控制了个人、家庭、村庄及地区层面因素的影响后,养老保险对土地转出行为仍有显著的促进作用,并且家庭养老保险参保率越高,土地转出率也越高;(2)分样本来看,养老保险对年轻家庭土地转出的影响不显著,但对年老家庭土地转出有显著的促进作用。这进一步表明,全样本中的显著性其实是由于年老家庭样本造成的。最后,根据研究结论提出以下政策建议:第一,探索利用土地流转收益支持养老保障的创新模式,促进土地流转和养老保险协同发展,提升政策合力;第二,制度设计时注意细分农户群体,重视区域差异;第三,设立土地流转中介组织,健全土地流转制度;第四,赋予农民更加充分、稳定的土地权益,规范征地程序和补偿标准。
[Abstract]:For a long time, land pension is one of the main ways of providing for the aged in our country, but farmers' dependence on land also seriously hinders the development of rural land circulation. In recent years, rural old-age insurance has been gradually popularized. Under the background of this era, we can further clarify the influence mechanism of old-age insurance on land circulation and the difference between different age groups, which will help to combine the two and strengthen the pertinence of the system design. It is of great significance to promote the scale of agriculture, to develop modernization and to perfect the rural old-age insurance system of our country. Firstly, combining with the theory of peasant household behavior and labor supply, this paper qualitatively analyzes the influence mechanism of old-age insurance on land transfer. The behavior of rural households' pension insurance is measured by "whether to participate in insurance" and "rate of participation in insurance", and the behavior of land circulation is characterized by "whether to transfer out" and "transfer rate". Based on the data of large sample survey of the whole country, CFPS data is used to measure the behavior of rural households' pension insurance participation. Using Probit model and Tobit model, the paper empirically tests the influence of pension insurance on land transfer, and compares the effects of pension insurance on different age groups. It also tests the robustness of the conclusions in terms of data and methods. The results of the study show that, on the whole, after controlling the influence of factors at the individual, family, village and district levels, pension insurance still has a significant effect on the promotion of land transfer behavior. Moreover, the higher the participation rate of family pension insurance is, the higher the land transfer rate is.) in the sample, the impact of pension insurance on the land transfer of young families is not significant, but it has a significant effect on the land transfer of elderly families. This further indicates that, The significance of the whole sample is actually caused by the sample of elderly families. Finally, according to the conclusions of the study, the following policy recommendations are put forward: first, explore the innovative model of using land transfer income to support old-age security. Promote the coordinated development of land circulation and old-age insurance, enhance the policy resultant force; second, pay attention to the division of farmers groups, pay attention to regional differences; third, set up land transfer intermediary organizations, improve the land circulation system; 4th, Give farmers more full and stable land rights and interests, standardize land requisition procedures and compensation standards.
