【摘要】：当前我国正处在经济高速发展,改革开放不断深入的新时期,党的十八大也顺应新时期的发展,提出要不断推进政治体制改革。在众多的改革领域中,事业单位的改革仍没有获得重大突破。而进入21世纪以来,我国人口老龄化趋势逐渐显现,养老问题成为我国急需应对的重大问题。公益性事业单位在我国是国民经济和社会发展的重要领域,也是人力资源重要的聚集地。所以公益性事业单位养老问题是我国公共部门人力资源管理及改革中的重要课题。众所周知,养老保险是养老制度的重要组成部分,也是解决我国养老问题的重要突破口。因此研究我国公益性事业单位养老保险制度具有重要的理论和现实意义。我国现行的公益性事业单位养老保险制度是伴随着我国计划经济体制同时产生的。在这种保险制度下,职工退休养老金通常由国家财政负担或单位负担,按照职工退休时工资的一定比例发放,个人不承担相应的责任。随着改革的深入,这种由国家全部包下来的传统的保障模式已经越来越不适应社会主义市场经济、构建和谐社会以及我国当前养老格局的发展。因此,重建和发展公益性事业单位养老保险制度,不仅有利于我国养老保险制度体系和社会保障体系的完善,也有利于解决我国当前养老问题以及社会主义和谐社会的建设。本文从公益性事业单位的界定入手,对我国公益性事业单位养老保险制度改革进行系统化研究。全文运用文献综述法和比较研究法等方法,总结国内已有的机关事业单位养老保险制度改革的经验,借鉴国外公职人员养老保险制度改革的理论与实际做法,结合我国事业单位分类改革进程,对公益性事业单位养老保险制度的现状特别是存在的问题及其原因进行深入分析,进而提出完善我国公益性事业单位养老保险制度的建议,为推进事业单位养老保险制度整体改革和社会保障制度的完善提供理论参考。本文的研究内容安排如下：第一部分主要是文章的绪论部分,主要介绍了本文的研究目的与意义,研究的思路与方法,同时本文还分别对国内外学者关于事业单位养老保险这一问题的研究进行了概述和总结。第二部分主要是对本文的相关概念和理论基础进行了阐述,首先对事业单位、养老保险及其与社会保险、社会保障等概念的界定和区分,同时还对公益性事业单位养老保险的理论基础进行了分析。第三部分主要是对公益性事业单位工作人员养老保险制度改革的概述,包括养老保险改革的意义、发展历程以及现有养老保险制度存在的问题及其原因分析。第四部分主要是对发达国家公职人员养老保险制度的研究,重点介绍了代表性国家的养老保险制度并对它们进行了比较,以便吸取其有益的经验,我国在对公益性事业单位养老保险制度改革时也可以学习和借鉴它们的成功之处。第五部分主要是从政府自身、法律等方面提出了推进我国公益性事业单位工作人员养老保险制度改革的一些对策。
[Abstract]:Our country is in the new period of economic high - speed development and the reform and opening - up , the 18th Party of the Communist Party of China has also been in line with the development of the new period , and the reform of the political system has not been achieved . In the many fields of reform , the trend of population ageing has gradually appeared , and the problem of the aged has become an important issue in China ' s public sector human resources management and reform . Under the insurance system , the old - age pension system of the employees is usually borne by the state financial burden or the unit , and the individual does not bear the corresponding responsibility . With the deepening of the reform , the traditional safeguard mode of the whole package of the country has become more and less suitable for the development of the socialist market economy , the construction of a harmonious society and the current pension pattern in our country . Therefore , the reconstruction and development of the public welfare institutions old - age insurance system not only benefit the system of the endowment insurance system and the improvement of the social security system in our country , but also help to solve the current pension problem in our country and the construction of the socialist harmonious society . Based on the definition of public welfare institutions , this paper systematically studies the reform of the endowment insurance system of public welfare institutions in China . The first part mainly introduces the introduction part of the article , mainly introduces the purpose and significance of the research , the thinking and method of the research , and also summarizes and summarizes the research on the endowment insurance of public institutions at home and abroad . The second part is mainly about the concept and the theoretical basis of the article , first the definition and the distinction between the institution , the endowment insurance and the concept of social insurance and social security , and also analyzes the theoretical basis of the public welfare institution ' s endowment insurance . The third part is mainly about the reform of the endowment insurance system of public welfare institutions , including the significance of endowment insurance reform , the course of development and the problems and causes of the existing endowment insurance system . The fourth part mainly focuses on the study of the old - age pension insurance system of the developed countries , focuses on the old - age insurance system of the representative countries and compares them , so as to absorb the beneficial experience , and the country can learn and learn from their success in the reform of the endowment insurance system of public welfare institutions . The fifth part is mainly from the government itself , the law and so on put forward some countermeasures for the reform of the pension insurance system of the staff of public welfare institutions in China .
