保险公司参与“新农保”体系建设研究

【摘要】：自十八大召开以来，，民生问题备受关注。“新农保”政策的贯彻实施及农村社会养老保险全面覆盖的实现，不仅是做好民生工作的具体表现，而且是应对老龄化社会挑战的重要举措。可见，有效解决农村养老难问题已经成为全面建成小康社会的必由之举。但是，由于“新农保”政策存在保险方案与农民实际需求不能完全匹配、操作不规范、体系运行效率低下、保障水平有限等不足之处，使得农村养老保险体系构建的效果未能达到预期的目标。近年来，商业保险公司不断发展壮大，精算技术日趋成熟，保障水平与偿付能力不断提高，产品覆盖范围正在扩大。基于上述优势，使保险公司参与到“新农保”体系建设中，必将促进“新农保”政策的发展与完善。同时，这也会是一项双赢的举措。保险公司在开展相关工作的过程中也将受益匪浅，一方面树立了良好的社会形象；另一方面寻觅了新的利润增长点，这必将有利于其长期盈利目标的实现。因此，系统全面地研究保险公司参与“新农保”体系建设具有重大的理论及现实意义。论文主要包括以下几方面的内容：首先，介绍了研究的背景、意义及国内外研究现状等。其次，详细分析了保险公司参与“新农保”体系建设的理论依据、必要性与可行性。为使理论与实际联系更紧密，论文基于调查问卷数据分析了体系建设的可行性。再次，分析了保险公司参与“新农保”体系建设的路径选择，这是研究的重中之重。在框架设计过程中，将定性分析与定量分析相结合，引入计量经济学模型和马克维茨资产组合理论，使理论研究更加形象化、具体化，更具说服力。最后，从调动保险公司参与积极性、防范风险及化解矛盾三方面提出了保险公司参与“新农保”体系建设的政策建议。
[Abstract]:Since the 18 National Congress, people's livelihood issues have attracted much attention. The implementation of the "New Rural Insurance" policy and the realization of comprehensive coverage of rural social endowment insurance are not only the concrete manifestations of doing a good job of people's livelihood, It is also an important measure to deal with the challenge of aging society. It can be seen that effectively solving the problem of rural old-age support has become a must for building a well-to-do society in an all-round way. However, Because the policy of "New Rural Insurance" can't completely match the actual needs of farmers, the operation is not standardized, the system is inefficient, the level of security is limited, and so on. In recent years, commercial insurance companies have been developing and expanding, actuarial technology is becoming more and more mature, and the level of security and solvency has been improved. The scope of product coverage is expanding. Based on the above advantages, insurance companies will participate in the construction of "new rural insurance" system, which will promote the development and improvement of the "new rural insurance" policy. This will also be a win-win move. Insurance companies will also benefit greatly in the process of carrying out related work. On the one hand, they have established a good social image; on the other hand, they have sought new profit growth points. Therefore, it is of great theoretical and practical significance to systematically and comprehensively study insurance companies' participation in the construction of "New Rural Insurance" system. This paper mainly includes the following aspects: firstly, it introduces the background, significance and current situation of the research at home and abroad. Secondly, it analyzes the theoretical basis of the insurance company participating in the construction of "new rural insurance" system in detail. Necessity and feasibility. In order to make the theory and practice more closely linked, the paper analyzes the feasibility of the system construction based on the questionnaire data. Thirdly, it analyzes the path choice of insurance companies to participate in the construction of "new rural insurance" system. In the process of frame design, qualitative analysis and quantitative analysis are combined, and econometric model and Markowitz portfolio theory are introduced to make the theoretical research more visible and concrete. Finally, the paper puts forward some policy suggestions for insurance companies to participate in the construction of "new rural insurance" system from three aspects: arousing the participation enthusiasm of insurance companies, preventing risks and resolving contradictions.
