农村医疗保险制度变迁的国际比较研究

【摘要】：我国当前新型农村合作医疗保险参保率已达农业人口的90%以上,但新农合制度改革与发展还需持续推进,制度逐步显现出一系列问题,事实上影响新农合制度的实施效果,凸显了该制度未来的公共风险。论文通过分析国内和西方发达国家农村健康保险制度的变迁进程,借鉴国外经验,探讨我国所适用的改革路径,认为新农合制度改革,未来应结合政府主导强制型与需求诱致型两类制度变迁路径进行相应改革,同时鼓励农村商业健康保险发展,最终实现我国农村医疗保险制度的优化升级和良性运转。
[Abstract]:At present, the participation rate of the new rural cooperative medical insurance in China has reached more than 90% of the agricultural population, but the reform and development of the new rural cooperative medical system still need to be continuously promoted, and a series of problems appear gradually in the system, which in fact affects the effect of the implementation of the new rural cooperative medical system. The paper analyzes the changes of rural health insurance system in China and western developed countries, and discusses the suitable reform path of our country by referring to the experience of foreign countries, and thinks that the reform of NCMS system should be carried out. In the future, we should carry on the corresponding reform in combination with the two kinds of institutional changes of government-led compulsory type and demand-induced type, at the same time, encourage the development of rural commercial health insurance, and finally realize the optimization, upgrading and benign operation of the rural medical insurance system in our country.
