黑龙江省小微企业参加社会养老保险问题研究

【摘要】:城市灵活就业人员以及农村剩余劳动力进城务工人员面临的就业困难成为社会关注的焦点,这类群体急需解决就业的同时也需要解决基本的社会保障,小微企业就业机会多和管理机制灵活成为他们就业的首要选择。目前,黑龙江省绝大部分的小微企业员工都处于社会养老保险体系之外,研究黑龙江省小微企业社会养老保险存在的问题,剖析问题产生的背后原因,进而找到有针对性的解决办法,鼓励更多人参加社会养老保险,为小微企业员工加入社会养老保险创造条件,可以解决黑龙江省在社会养老保险方面辐射面狭窄的现状,提升养老保险的安全系数,强化黑龙江省的社会保障体系。研究小微企业参加社会养老保险现状和问题有助于从实际角度提升当地的社会保障水平。对于企业而言,处理好社会养老保险问题有助于增强人才忠诚度,防止人才流失。企业得以运转的基本条件之一就是人员的合理配备,完善对人员福利保障制度的建设,能够提升员工的工作效率,从而增强企业生产效率。社会养老保险体系建设能够降低员工的流动性,降低企业人力资源总成本。近年来,小微企业吸收了大量的从业人员,势头已经赶超大中型企业,其就业人员的增长速度明显攀升,并减缓了社会就业压力。小微企业用工难的形势日趋严峻,其实施员工社会养老保险的福利制度能够为其人才流入增加吸引力,并能够降低员工流动性。企业为小微企业的员工购买社会养老保险能够为员工提供未来的生活保障并能增强企业自身抵抗风险的能力。本文通过文献分析法、比较分析法、统计分析法进行分析,得出必须立即提升小微企业参加社会养老保险的比率的结论,主要原因如下:首先,有助于增加政府的社会养老保险收入基数,稳固社会养老保险的支付体系,降低社会风险。其次,为当地经济发展奠定基础,有助于促进和谐社会的发展。小微企业社会养老保险问题的解决能够保障更多人的基本生活保障,能够促进社会的和谐安定,能够保障职工更加专注于工作,从而促进社会经济更加健康发展。本文通过分析现状发现问题,并就问题提出针对性的改革建议,以期达到推广黑龙江省的社会养老保险制度,降低小微企业的社保压力,促进黑龙江省政治、经济健康发展的目的。
[Abstract]:The employment difficulties faced by urban flexible employment workers and rural surplus labor migrant workers have become the focus of social concern. These groups urgently need to solve the employment needs to solve the basic social security at the same time. At present, most of the employees of small and micro enterprises in Heilongjiang Province are outside the social pension insurance system. This paper studies the problems existing in the social old-age insurance of small and micro enterprises in Heilongjiang Province, analyzes the causes behind the problems, and then finds out targeted solutions to encourage more people to participate in the social old-age insurance. By creating conditions for small and micro enterprise employees to join the social endowment insurance, we can solve the problem of narrow radiation in the social endowment insurance in Heilongjiang Province, and enhance the safety factor of the old-age insurance. Strengthening the social security system in Heilongjiang Province and studying the status quo and problems of small and micro enterprises participating in social old-age insurance will help to raise the local social security level from a practical point of view. To deal with the problem of social old-age insurance is helpful to strengthen the loyalty of talents and prevent the brain drain. One of the basic conditions for the operation of enterprises is the rational allocation of personnel and the improvement of the construction of the system of ensuring the welfare of personnel. The construction of social pension insurance system can reduce the mobility of employees and reduce the total cost of human resources. In recent years, small and micro enterprises have absorbed a large number of employees. The momentum has surpassed that of large and medium-sized enterprises, and the growth rate of their employment personnel has risen significantly, and the pressure on social employment has been slowed down. The situation of small and micro enterprises is becoming increasingly difficult to employ. Its welfare system of implementing social pension insurance for employees can increase its attractiveness for the inflow of talents. And it can reduce employee mobility. The enterprise can provide future life security for the employees of small and micro enterprises and enhance their ability to resist risks. This paper uses literature analysis, comparative analysis, and analysis of social endowment insurance for employees of small and micro enterprises, which can provide future life security for employees and enhance the ability of enterprises to resist risks. The main reasons are as follows: firstly, it is helpful to increase the income base of social pension insurance. To stabilize the payment system of social old-age insurance and reduce social risks. Secondly, to lay the foundation for local economic development. To help promote the development of a harmonious society. The solution to the problem of social old-age insurance in small and micro enterprises can guarantee the basic living security of more people, promote social harmony and stability, and ensure that workers and staff are more focused on their work. In order to promote the healthy development of social economy, this paper finds out the problems by analyzing the present situation, and puts forward some pertinent reform suggestions in order to popularize the social old-age insurance system in Heilongjiang Province and reduce the social security pressure of small and micro enterprises. The purpose of promoting the healthy development of Heilongjiang Province's politics and economy.
