新型农村养老保险中财政支持状况及未来走势分析

【摘要】：本文对财政与农村社会养老保障制度现有理论做了梳理,认为受经济因素和政治因素的影响农村养老保障制度一直处于比较落后的状态,在农村社会养老保险制度建设的过程中政府应当承担一定的转型成本,一方面能够弥补农村养老市场失灵产生的影响,另一方面可以提高整个社会的福利水平。在研究政府财政支持与农村社会养老保障相关理论的基础上,通过定量分析的方法对未来二十年财政支持新农保制度的趋势进行了分析,并对解决存在的问题提出了相应的对策。本文以政府财政支持新农保制度为主线,进行了研究。首先,对财政支持新农保制度的理论做了阐述,认为农村养老市场存在失灵现象,农村居民养老福利水平低,农村居民承担了过多的社会转型成本。并分析政府支持新农保制度的现实要求,认为农村人口老龄化问题越来越严重,传统养老方式已经不能满足农村居民养老需求,与国外建立农村社会养老保险制度的国家相比,有很多值得我国借鉴的地方。其次,对新农保制度现行的政策法规进行了梳理,论述现阶段政府财政支持的方式、力度及支持效果,认为财政支持新农保的方式是比较科学合理的,但是财政支持的效果并不好。最后,进一步分析未来财政支持新农保制度的必要性,并利用Eviews7.2软件对未来财政支持新农保制度的趋势进行了预测,若按照现行的制度安排,未来中央政府财政支持新农保制度的数额将在高水平急速上升,而地方政府财政支持新农保制度的数额将在低水平缓慢下降。论文最后根据分析过程中发现的问题提出了相应的对策建议。
[Abstract]:This paper combs the existing theories of finance and rural social old-age security system, and thinks that the rural old-age security system has been in a relatively backward state under the influence of economic and political factors. In the process of the construction of rural social endowment insurance system, the government should bear certain transition costs, on the one hand, it can make up for the impact of rural pension market failure. On the other hand, it can improve the welfare level of the whole society. This paper analyzes the trend of the new rural insurance system in the next twenty years by means of quantitative analysis, and puts forward the corresponding countermeasures to solve the existing problems. This paper takes the government financial support for the new rural insurance system as the main line. First of all, the theory of financial support for the new rural insurance system is expounded, and the rural old-age market is considered to be malfunctioning, and the level of pension benefits of rural residents is low. The rural residents bear too much social transformation cost, and analyze the realistic requirements of the government supporting the new rural insurance system, and think that the problem of the aging of the rural population is becoming more and more serious, and the traditional way of providing for the aged can no longer meet the needs of the rural residents. Compared with the countries that have established the rural social old-age insurance system in foreign countries, there are many places worthy of our country's reference. Secondly, the current policies and regulations of the new rural insurance system are combed out, and the ways of government financial support at the present stage are discussed. It is considered that the way of financial support to new rural insurance is more scientific and reasonable, but the effect of financial support is not good. Finally, the necessity of financial support for the new rural insurance system in the future is further analyzed. The trend of the future financial support for the new rural insurance system is forecasted by using Eviews7.2 software. If the current system arrangement is adopted, the amount of the central government's financial support for the new rural insurance system will rise rapidly at a high level in the future. However, the amount of local government financial support to the new rural insurance system will decrease slowly at a low level. Finally, the paper puts forward corresponding countermeasures and suggestions according to the problems found in the process of analysis.
