黑龙江省事业单位养老保险制度改革问题研究

【摘要】:目前,老龄化特征日益明显,全球老年人口比例涨幅巨大。我国作为世界上人中最多的国家之一,人口老龄化程度不断加快,我国老年人口将继续呈现高速增长状态,养老问题成为各方热议的焦点,养老保险制度及相关政策被广泛关注。养老保险已成为当今我国关注度最高的险种之一,近年来,国家相继出台了政策,主张将新农保和城居保两项制度合并实施,建立全国范围内的城乡居民基本养老保险制度,因此养老保险参保人员规模逐步扩大。根据前瞻产业研究院2016年8月提供的数据来看,2008年—2015年全国基本养老保险参保人员总体呈增加趋势,2015年底,我国有8.58亿人参加了基本养老保险,比上年末增加1601万人,同比增长1.90%,占全国总人口比重的62.44%,到2016年底,参保人数达到8.71亿人,养老保险的覆盖面将继续扩大。我国对社会保险制度越发重视,随着相关有效政策陆续的出台,事业单位养老保险制度的发展研究被国民广泛热议。2008年我国有关事业单位职工的养老制度改革试点计划正式面世,此项计划是我国第一个针对公职群体的养老保险制度改革方案,其目的是让事业单位养老保险改革与企业养老保险改革的步伐一致,让两者成功衔接,最终使全国养老保险制度达到总体水平一致。本文以黑龙江省事业单位养老保险制度改革问题为研究对象,结合社会公平理论、社会保障再分配理论以及公平正义理论三大理论知识,运用文献资料法、系统分析法、比较研究法及定量分析法等四种研究方法,对我省事业单位养老保险制度改革现状进行分析,包括:参保范围情况、改革落实情况以及事业单位分类改革实施情况等三大方面。从而总结出黑龙江省事业单位养老保险制度参保积极性降低、缺乏资金保障、职业年金记空账、事业单位分类改革缓慢等问题。借鉴国外英国和瑞典的先进经验以及国内试点省份广东省和山西省的成功做法,提出了完善黑龙江省事业单位养老保险制度改革的一系列对策。包括:建立"多层次"养老保险体系;建立"名义账户"避免空账;细化分类改革以及改革中风险控制,进而来解决我省事业单位养老保险制度改革中存在的问题,使得养老保险制度进一步完善健全,更好的发展。
[Abstract]:At present, the aging characteristics are becoming more and more obvious and the proportion of the elderly population in the world has increased greatly. As one of the most populous countries in the world, the aging of the population in China is accelerating, and the elderly population in our country will continue to show a state of rapid growth. Pension issues have become the focus of heated discussion, pension insurance system and related policies have been widely concerned. Pension insurance has become one of the most concerned types of insurance in our country. In recent years, the state has issued policies one after another. Advocating the merger of the two systems, the New Rural Insurance system and the Urban Residential Insurance system, and the establishment of a nationwide basic old-age insurance system for urban and rural residents. According to the data provided by the prospective Industrial Research Institute on August 2016, from 2008 to 2015, the total number of people participating in basic old-age insurance across the country is on the increase, and the end of 2015 is the end of 2015. In our country, 858 million people participated in basic old-age insurance, an increase of 16.01 million over the end of last year, an increase of 1.90% over the same period last year, accounting for 62.44% of the total population of the country. By end of 2016, the number of people participating in the insurance had reached 871 million. The coverage of old-age insurance will continue to expand. Our country pays more and more attention to the social insurance system, with the introduction of relevant effective policies one after another. The research on the development of pension insurance system in public institutions has been widely discussed by the people. In 2008, the pilot plan for the reform of the pension system for the staff and workers of institutions in China was officially launched. This plan is the first pension insurance reform program aimed at the public sector in China. Its purpose is to keep the pace of the reform of pension insurance in institutions in line with the reform of enterprise pension insurance, and to link the two reforms successfully. This paper takes the reform of pension insurance system in Heilongjiang Province as the research object and combines the theory of social equity. Social security redistribution theory and the theory of fairness and justice three theoretical knowledge, using the literature method, system analysis method, comparative research method and quantitative analysis method, four kinds of research methods, This paper analyzes the current situation of pension insurance system reform in our province, including: the scope of participating in the insurance, The implementation of the reform and the implementation of the classified reform of public institutions are three major aspects. Thus, it is concluded that the pension insurance system in Heilongjiang Province has reduced enthusiasm for participating in the pension insurance system, lack of financial protection, and empty records of occupational annuities. Such problems as slow reform of the classification of institutions, learning from the advanced experience of Britain and Sweden abroad, and the successful practices of Guangdong and Shanxi provinces, as well as the domestic pilot provinces, This paper puts forward a series of countermeasures to perfect the reform of pension insurance system in Heilongjiang Province, including: establishing a "multi-level" pension insurance system; establishing a "nominal account" to avoid empty accounts; refining the classification reform and risk control in the reform. Then solve the problems existing in the reform of endowment insurance system of our province institution, make endowment insurance system further perfect and perfect, better development.
